The secretary warned that the first 30 to 60 days could be "decisive" in a future war since surface shipping could be hamstrung during that period by enemy air and submarine forces. A big air cargo fleet, he said, therefore is essential.

Radford, chairman of the Joint Chiefs of Staff, will tour the Far East after attending the current North Atlantic Treaty meetings in Paris. Radford expects to leave Paris this week end, and will visit Pakistan, Thailand, Cambodia, Vietnam, the Philippines, Hong Kong, Formosa, Korea and Japan.

Washington (UP) Top Air Force loaders called yesterday for creation of a vast new military air cargo fleet to help offset Russia's huge submarine fleet and growing arsenal of atomic weapons. Air Force Secretary Harold E. Talbott told an air logistics conference the Air Force is "well along" in building combat strength and now must concentrate on a cargo fleet to match. "The combat potential of our Air Force can be no better than the logistics system that supports it," Talbott said.

He also noted that surface transportation would be hamstrung by air and submarine attack In any future War. Gen. Nathan F. Twining, Air Force chief of staff, told the FOO military, government and industry" leaders his service's 600-mile-an-hour jets are to a dangerously slow supply system made up of surface ships and "outmoded" transport planes. He said these weapons, presumably meaning atomic bombs and deadly surface-to-surface guided missiles, are "a greater threat to surface transportation systems than to air systems."
