At the same time, Larry A. Conrad, secretary of state, questioned both the spending of the money for the plane and the over-all program and zeal of Whitcomb's Criminal Justice Planning Agency. "Certain congressmen are trying to discredit state government," the Governor staled. The congressional committee had questioned use of the airplane for such things as a trip of the Governor and his wife to National Guard maneuvers at Camp Grayling, and the transporting of a moon rock from Washington to the Indiana Stale Fair. Whiteomb said the state paid 40 per cent of the original purchase price and all operating costs of the plane. "If Federal officials insist on the no non-police use of the plane, we'll follow suit," he said.

Conrad called a press conference to criticize the Indiana anti-crime agency, hut stopped short of saying the Governor should not have used the plane for those trips.
