Foyt several occasions, he has been the subject of the most heated criticisms. But Fengler says, "I don't have any regrets." There has been speculation in recent years that each May would be his last as chief steward, that he was ready to retire. "I've never given it a thought," he says of retirement, "except when some one has read some speculation about it in a paper and has asked me about it. 8 3:10:11.56 157.735 .4 3:10:34.44 157.419 8 3:12:13.37 156.069 gler's tenure is the longest at the Speedway, it is certainly one that has seen revolutionary changes roadsters to rear-engines, Offy 270s to tur-bocharged models of the same powerplant. There also have been wider tires and wings and the most incredible leap forward in speeds in the 64 years the 2'z-mlle track bas been in use more than 50 miles an hour.

"I i a to pick out which has been the most significant one thing," says Fengler. There have been run- By DAVE OVERPECK When Harlan Fengler tells Pat Vidan to throw the. green flag Monday to start' the 57th 500-Mile Race, he'll probably set a record. This will be Fengler's 16th 500 as chief steward, believed to be the longest tenure in the top officiating post for auto racing's richest, most prestigious event. THE ONLY MAN who stands in the same neighborhood with Fengler is W.

D. (Eddie) Edenburn, who served as representative of the American Automobile Association's Contest Beard from 1919 until his death after the 1934 race. That would give him 16 years. But there is some doubt whether his was the ultimate official authority in some of the early years of his tenure. In 1919, he was one of two men listed as the Contest Board's representative and Capt.

E. V. (Eddie) Ricken-backer was the referee, which may have been the top job at that time. Records are sketchy at best. MAY 26 ning changes, new ones every year it seems the rear-enginc cars, then the wider tires, the turbochargers and now the aerodynamic devices (wings). "And above all, there is the Electro Pacer (the system of sequential electrical numbers, used initially last year, that regulates speeds under yellow light conditions). "THAT HAS BEEN a wonderful addition. It really has improved the race. Anybody who wins this race has earned it.

Now it's safe for the safety people to get out on the track when they have to and they can go about their jobs much more quickly." The safety improvements that have evolved since Fengler first managed the month-long show in 1958 are many. Roll bars weren't mandatory then; they are now. Flame-proofing then consisted of dipping cotton uniforms in a chemical solution. Now there is Nornex flame retarding material. Fuel cells have been added inside tanks.

Helmets, some of which were of questionable value for football, now have been replaced by full-face models. "We're working on it (the safety factor) all the time," says Fengler. "This is a hazardous undertaking. You accept that and then you try to anticipate as many things as you can and prepare for them, eliminate them when you can. "On the ears, I would say that the tires have contributed more than any one thing In riaking the race safer.

These people (Firestone and Goodyear) risk their reputations out here. The whole world is looking at them. SILVER ANNIVERSARY RUNNING OF THE yf cal committee under Frankie DelRoy insists on it, but they've had complete co-operation from the mechanics. "You only have to reflect on this month to see the improvement. The track hasn't been smeared once (by engines coming unglued) the way it once was almost every day.

"THE RACE TRACK is tremendously improved now, too. We've had nothing but complete co-operation from Tony Hulman (Speedway president) and Clarence Cagle. "Whon we've gone to them with a suggestion for im-provement, they've never once said 'We've gotten by this way for a lot of years, 1 's try one The change has been made immediately." Fengler calls "the wonderful organization we have here" his proudest achievement. "One man can't possibly do everything here," he said, and I've learned how to delegate authority. "It wouldn't be possible to run this race without people like Don Cummins (referee), Walt Myers (steward), Frankie DelRoy (technical committee chairman) and Dr.

(Tom) Hanna (chief of the medical staff). And they've got people under them who do their jobs well, too. "It's a wonderful thing to know you have people you can put your trust in." There is no one greatest thrill. "Every race is a thrill. The start is a thrill and I always wonder who's going to lead the first lap, who's going to come out of the north end ahead that first time around.

"WHEN ask me who's going to win the race, I always tell them I don't know, that that is one of the reasons I come over here every year." Fengler's 16 years have not beca without controversy.
