Paris (AP) President Georges Pompidou fired Jacques Chaban Delmas, his premier for three years, after a series of scandals rocked the unity of the Gaullist party- With legislative elections due before next March, Pompidou yesterday appointed hard-line Gaullist Pierre Messmer, 56, to form a new government likely to include many of the leading figures of the outgoing administration. Its composition is expected to be announced today or tomorrow. Messmer, minister for overseas territories under Chaban-Delmas, served for nine years as defense minister for President Charles de Gaulle under Pompidou's premiership. LIKE Chaban-Delmas, one of the first to rally to De Gaulle's Free France movement in 1940, Messmer was a founder of a pressure group designed to press its view of Gaullist orthodoxy after the general resigned in 1969. Chaban-Delmas, whose dynamic war effort made him a brigadier-general at the age of 29, became premier when Pompidou succeeded De Gaulle as president.

His more liberal interpretation of Gaull-ism and calls for a "new society" led to early clashes with the orthodox wing of the party. But the real pressure on his post came in the last few months. PIERRE MESSMER scandals exploded involving Gaullist deputies or close associates. CHABAN-Delmas, 57, went on television nation-wide to explain how perfectly legal tax loopholes enabled him to pay only mininal income tax for several years. The grumbling at Chaban-Delmas was heightened when investigations by upper and lower house commissions revealed an extensive payola racket in the state-run television network.

Chaban-Delmas, who had declared his confidence in its senior officers, quickly named new directors. Pompidou's dismissal of him came as a surprise, however, despite widespread speculation Chaban-Delmas might resign before the elections in favor of a premier who could re- call on the new agency. Bonn (UPI) The opposition demanded the resignation of West German Chancellor Willy Brandt yesterday in the wake of the tendered resignation of his economics and finance minister, Karl Schiller. A government spokesman said Brandt had "no intention" of heeding the demand made yesterday by Rainer Barzel, leader of the opposi-t i Christian Democratic Party. Government sources confirmed Tuesday that Schiller, 61, had sent a five-page letter to Brandt asking to be relieved of his post effective tomorrow.

THE immediate reason was the cabinet's insistence last week in pushing through rigid controls on movements of capital. Schiller said the action meant "the end of free international currency movement." A government spokesman said Brandt would "explain his decision" on Schiller tomorrow. Government sources said they were convinced the chancellor would accept the resignation. A cabinet meeting was held without Schiller yesterday, to discuss his case. In a statement released yesterday opposition leader Barzel said, "The way things have worked out, the chancellor must now resign." BARZEL noted Schiller's abdication followed the resignation of two ministers and I i.
