(UPI) The Kansas City Chiefs have a defense that has allowed a league-low 67 points this season and an offense that has turned the ball over only 13 times in six games. But Kansas City has developed into a contender in the AFC West because of its play on downs when neither its offense nor defense was on the field. The Chiefs have been brilliant on the kicking downs.

Through six weeks, Kansas City has been the best fourth down team in the National Football League. Bob Grupp leads the entire NFL in pun- ting with an average of 45 yards per kick and J.T. Smith leads the AFC in punt returning with an average of 12 yards per runback. "I sincerely believe we spend more time on the kicking game than anybody else in football," said coach Marv Levy. "Some plays are weighted more than others and the kicking downs are a good example.

You have a large chunk of yardage being exchanged and a chance to score being exchanged. The kicking team can change the complexion of a game quicker than any other unit. "It's been trial and error with us. Our kicking game was very shaky at the start of last season. But we made a concentrated effort to acquire and keep players who could contribute for us on kicking downs.

Our efforts are beginning to show." Grupp and Smith were both signed as free agents. Grupp signed last spring after failing two previous tryouts with the New York Jets. Smith was signed in the middle of last season after a brief tenure with the Washington Redskins. Grupp has punted 39 times, with 10 of his kicks being downed inside the opposition's 20-yard line. His net average of 39.9 is also tops in the AFC.

Smith is the only player to return a punt for a touchdown this season and he's done it twice, scoring against both the Houston Oilers and Oakland Raiders. He has only called two fair catches in 29 returns. In addition, the Chiefs have blocked two punts and turned the Cincinnati game around last weekend by smothering Steve Kreider on a fake field goal attempt at the Kansas City 36 with 7:52 left in the game. The Chiefs then held on for a 10-7 victory, giving them a 4-2 record and a share of the AFC West with the Denver Broncos and San Diego Chargers. (UPI) Two outstanding individual performances one by Joe Morris of Syracuse and the other by Billy Sims of Oklahoma gave the two running backs solid leads this week in a pair of NCAA Division I individual statistics. Morris rushed for a school record 252 yards against Kansas Saturday to take the Division I lead in that category with an average of 145.8 yards per game a full four yards better than runner-up Amos Lawrence of North Carolina.

Sims, the 1978 Heisman Trophy winner, scored four touchdowns in the Sooners' 49-24 victory over Colorado Saturday to increase his point total to 66 in four games. (UPI) The Kansas City Chiefs Tuesday placed rookie defensive end Mike Bell on the injured reserve list, sidelining him for at least the next four weeks.

Bell suffered strained knee ligaments in his left knee on the last defensive play of the last series in Sunday's 10-7 victory over the Cincinnati Bengals. The Chiefs announced the signing of free agent Curtis Anderson, a 6-foot-6, 240 pound lineman, to take Bell's place on the roster. Coach Marv Levy said the No. 2 overall draft pick could be out as long as six weeks.
