The optimism came yesterday from Dr. I. Lynd Esch, president of Indiana Central College and head of the Metropolitan Indianapolis Television Association Inc. Esch reported: Legal and engineering staffs of Channels 8 and 13 which together have offered $350,000 and equipment toward the station are preparing specifications to be presented to the Federal Communications Commission. The station studios will be located on the Indiana Central studios. The outlet will use either the Channel 8 or 13. tower, probably Channel 13's. After their talk with the ESCH IS now hopeful that the outlet will be on the air by next fall.

The authority's payments to the city in lieu of taxes also would be reduced by the rate system for multiple dwellings, which took effect last March, the authority maintained. The housing agency filed a petition with the Indiana Public Service Commission seeking to intervene in the case brought by residential builders and management firms in the county earlier. The petition was signed by Carl C. Beck, secretary of the authority's board of commissioners, and prepared by Robert Kassing, the board's attorney.
