An order form can be mailed to you. Join now for 1959. At present, ultra high frequency Channel 20 is reserved for educational use in Indianapolis. Dr. Esch, however, told the FCC that it is unlikely that an educational station could ever operate on that channel.

He said that in March, 1958, there were TV sets in 92 per cent of the homes of Marion County, practically all of them limited to reception of very high frequency stations and not ultra high frequency. Dr. Esch told the commission that its allocation of 17 VHF channels for educational use has produced 14 such stations with only three of the channels unused; however, he said, of the 23 UHF channels allotted for education, only six ever went on the air while 17 are lying dormant. The Indiana Central president also recalled to the FCC that historically Channel 13 was an educational channel. In the earlier days of TV, however, Indiana schools and colleges advised the FCC that they would not make use of the VHF channel and suggested a UHF channel instead.

Indiana Central, however, was not among those who waived their interest in Channel 13. A SITUATION similar to that in Indianapolis is also developing in Philadelphia, where a citizens' group is seeking to have a VHF channel at Wilmington, re-assigned to educational use. The station was awarded to a commercial broadcaster who is Riving it up because it has proved uneconomical. The FCC, meantime, has scheduled Jan. 23 as the date for new arguments on the award of Channel 13 to two remaining commercial applicants Crosley and WIBC, Inc.
