The market started out a little higher, suffered a slight set-back during the second hour and then recovered to climb upward slowly to the close. Volume totaled 2,300,000 shares, which made it the most active day since Feb. 13, when 2,380,000 shares changed hands. Monday's volume totaled 1,620,000. Yesterday's volume included 200,000 of American Foreign bought on a spares.

"specia. bid" basis. Even without this transaction volume would have topped any day since Feb. 14. A rising market accompanied by expanded trading proved highly satisfactory to market technicians, who, view this sort of action as optimistic for future price trends.

They were further cheered by the fact final prices were at or only slightly under the highs. Oil shares took an early lead on the upside, responding to news the United States had lifted its five month ban on travel to Egypt, Israel, Syria and Jordan. This was interpreted as indicating easing i in the Middle East tension and created demand for such international oils as Royal Dutch and Gulf. Royal Dutch ended higher at while Gulf was up at But the big gain in oils was scored by high priced Superior Oil of California, which tacked 10 points onto its 30 point gain of Monday. Lukens Steel again rolled into new high ground for the year, giving inspiration to the rest of the steel list.

It ended at 70, up U.S. Steel was ahead at and Bethlehem at A boost in the price which custom smelters charge for copper provided a satisfying background for advances in metals. Kennecott jumped to Magma rose 2 to 82 and Anaconda was up at Chrysler scored the widest gains in motors, up at while Ford and General Motors gained fractions. American Cyanamid and Union Carbide led the upturn in chemicals. Gains in the rails were smaller than in industrials.

Chesapeake and Ohio and Southern Railway advanced but Southern Pacific eased. The utilities lagged, Consolidated Natural Gas losing at Most active stock was American Foreign Power, in which 203,100 shares changed hands. This included 200,000 shares bought by Electric Bond Share, which paid 16 for the block compared with Monday's close of Final price yesterday was 16. There were exceptions to the general advance.
