Indonesia's largest party, the anti-Communist Masjumi, as well as the smaller anti-Communist parties, have been excluded from committee membership. NEVERTHELESS, with all the forces of government and of international communism directed against them, and with no help or even notice from the free world, the Indonesian anti-Communists are resisting. Indonesia's anti-Communist martyrs to freedom already can be numbered in the thousands. In several key districts, including parts of Sumatra, Java, Celebes and the Moluccas, anti-Communist forces have taken up arms.

In spite of the government's terror and the military expeditions repeatedly sent against them, the anti-Communists caintain control in many localities. The United States has a prime responsibility for the nation of Indonesia, as well as a major strategic stake in its security. It was our support, against our friends and allies, the Dutch, that enabled Indonesia to gain its freedom nine years ago. Without our aid and good will, Indonesia would not have been able to get through the early years of independence. Surely we cannot, for our own sake, stand indifferent while once more the path of independence is twisted into a road to Moscow.

Anti-Communist parties and individuals are deprived of public voice. This process of Communiza-tion, which rapidly draws toward a climax, is opposed by a majority of the Indonesian people.

Strategically, it occupies an interior position which, in enemy hands, can dominate all Southeast Asia, the Philippines, and the communications of the entire South Pacific.

If Indonesia falls under Communist control, the effort to preserve the freedom of the Southeast Asian peninsula, (Southern Vietnam, Laos, Cambodia, Thailand, Malaysia, Burma) is hopeless. Formosa becomes of minor importance, and the Philippines themselves are threatened directly. And Indonesia is today just short of Communist control. Her government, under Premier AH Sastroa-midjojo, is comparable to the Guatemalan government of a year ago, or the Czech government of 1947. Though the premier himself may not be a party member as the Czech Benes and the Guatemalan Arbenc were not he permits the Communists full freedom of action while he persecutes and shoots the Indonesian anti-Communists.

The nature of the Sastro-amidjojo regime was manifested first two years ago when it moved against the anti-Communist Chinese who were influential among Indonesia's large population of Chinese origin. Several of the leaders were exiled to China that is, were sent to be tortured and killed by the Chinese Reds. MANY OFFICERS of the Indonesian army were anti-Communist. Lehman announced yesterday he will introduce legislation today to oust State Department Security Chief Scott McLeod as head of the controversial United States refugee program. Foreshadowing a new row, Lehman denounced present administration of the program as a "bureaucratic nightmare." lie said McLeod and others In charge of the project take the position that the fewer refugees admitted to this country the better.

The New York Democrat offered his proposal as one of a series of amendments to the much-criticized 1953 Refugee Relief Art. Lehman made clear that his action stemmed from the "most unfortunate and regrettable" dismissal of Edward J. Corsi as chief adviser to Secretary of State John Foster Dulles on immigration problems. He said Dulles "must yet fully account" for Corsi's outer. Dulles has said Corsi was ousted because of administrative shortcomings and because he tried to circumvent the law to set himself up as head of the refugee program.

Corsi contends he was fired because of a group of "intolerant" men in Congress and the State Department. A Senate judiciary subcommittee has been investigating the dismissal. LEHMAN' proposed that administration of the refugee program be taken out of McLeod's jurisdiction and placed under a full-time State Department administrator "who would not be subject to the bureaucratic control of any division chief." His legislation also would drop a requirement that a two-year "security history" be compiled for all refugees admitted to this country. He said it is almost impossible for persons es-canine from behind the Iron Curtain to provide such information. Therefore, he said, they must stay two years in 'free territory" in Europe before coming here.

Lehman noted that all would be immigrants still must pass the "very severe" security requirements of the 1952 McCar- ran-Walter Immigration Act. Under Dresent law. no refugee may be admitted to this country until a U.S. citizen guarantees that a home and a job are awaiting him. Lehman proposed that religious or other organisations be permitted to make this pledge as well as maivia uals.
