I' 1 Ike Signs Bill To Build U.S. Air Academy TOR STAt'S WASHINGTON BUREAU Washington President Eisenhower yesterday signed into law the bill authorizing the Air Force to establish a school to train officers like the Army's West PtSnt and Navy's Annapolis. Senator Homer E.

Capehart was invited to attend the White House ceremony at which Eisenhower affixed his signature to the bill. Indiana is one of the states considered to have a good chance of becoming the home of the new service school. A site near Madison, is known to have won favor with Air Secretary Harold E. Talbott, although other sites also are In the running. were sponsored by opponents of statehood for either territory, led by Senator Smathers On final passage, 23 Democrats joined 33 Republicans and 1 Independent against 19 Democrats and 9 Republicans.

Among the opponents were some Republicans who favored admitting Hawaii to the union but not Alaska. Senators Homer Capehart and William Indiana Republicans, both voted for passage of the bill. GOP leaders in the Hoiine were reported determined to prevent Alaska from achieving statehood now, even if It means a delay in admitting Hawaii. Washington (AP) The Senate yesterday passed a bill to grant statehood to Hawaii and Alaska but the measure may languish in the House.

Republican leaders there are receptive to Hawaii but not to Alaska. The Senate passed the combined bill 57-28 after batting down moves to: "I Grant the two territories commonwealth status, like Puerto Rico's, instead of full-fledged statehood. Some states have been extremely insistent upon getting the air academy. I.U. Fraternity To Be Closed As Drinking Fine Bloomington, Ind. (Spl.) In diana University officials yester day ordered the Delta Tau Del ta fraternity house to close and told its 42 members to find new quarters because of a drinking party.

The house was ordered closed for a month. I.U. officials also said that six members of the fraternity ana one nonmcmber involved in the party face disciplinary action by the dean's office. The action was the first major result in a move by the Inter-fraternity Council to halt drinking in fraternity houses. Hanoi (UP) Red-besieged Dien Bien Phu made an urgent appeal for reinforcements last night to save the hard-pressed French bastion of northwest Indo-China from 40,000 fanatical attacking Communists. Col. Christian de Castries, commander of the battered garrison of 11,000 French Union troops, called for help soon after an all-out Red assault had passed its 48th hour. Castries' radio SOS indicated that the plight of the defenders had become desperate under two days of ceaseless hammering by waves of Red assault troops at batteries, ringing the isolated valley. Gen.

Henri Navarre, French commander, told Castries that every effort would be made to get reinforcements and supplies through the curtain of anti-aircraft fire supporting the Red siege. But a spokesman for Navarre warned that the tornadic barrage and the nearness of the rebel assault forces to the inner lines of the Dien Bien Phu defenses would make a re lief effort exceedingly difficult. Castries' appeal followed a turbulent day which saw Com munist shock troops crashing through the northeastern de STRAUSS SAYS: only statehood bill last year, as it had on two previous occasions, and that is all that President Eisenhower has asked for. Eisenhower told a iiewg conference in February he did not believe Alaska was feady yet. It was both or nothing when the Senate reached the voting stage after a month of intermittent debate.

Senate opponents argued that the nation's continental solidarity would be destroyed by admitting the two 'territories, and some cited what they called a threat of Communist infiltration from Hawaii. Advocates contended that admission of the two territories would be a psychological boost to the peoples of Asia and a blow to Soviet propaganda. They said both territories had met all the traditional requirements. Vin-c policemen yesterday were ordered by Police Chief James F. Harlow to use rifles to stop speeding motorists who refuse to halt. For two consecutive days police have chased cars through the city at high rates of speed.

Tuesday morning police fired at ft car which drove through two road blocks, wounding fatally Carl Hale, 18 years old, of Springville. Wednesday morning police shot the tires off a car driven by Ralph Clevy of Vincennes after a chase through the city at an 80-mile-an-hour clip. Clevy faces charges of speeding, resisting arrest and operating a motor vehicle while under the influence of liqOor. Wednesday night police again had to fire at the tires of William E. Walters, 41, after chasing his car through the city at 70 miles an hour.
