TV stations supposedly operate in the public interest, hence the reason for Tarzian's UHF strategy. THE FCC's first argument against moving the tower was that it would deter an educational station in Indianapolis, according to WTTV spokesmen. Tarzian's strategy was to offer equipment and his tower facilities to Indiana Central College and a group the world but his TV tower. In TV circles, Tarzian's tow Tarzian contends that he is benefiting the city to get what he wants. WTTV spokesmen also say that Tarzian is in effect subsidizing the struggling UHF branch of TV by saving both stations somewhere in the vicinity of $50,000 for land and $100,000 to $150,000 for tower facilities.

Of course, the proof of the pudding will be whether the FCC will go along with the idea. Down at WITV, they have learned patience. They hope that if they keep the campaign going long enough, the FCC will filially graw tired and give in just to get the whole matter off the books. er is as big a bone of contention as the civic auditorium.
