The guides, six young women, members of Athene Sorority, have taken special lessons in City Hall geography and statistics under direction of the various municipal government department, heads and are ready to escort Oaklanders during open house hours from 9 a. m. until the end council meeting that night.

Mra. Reynold F. Olson will be Health Department guide. Preceding the open house day Mrs. Olson is being tutored in Health Department facts by City Dr.

The Health Department is only one of the various governpicntal agencies preparing elaborate displays and exhibits for the City Hall open house, according to Mrs. Miles E. F. Garbage Row SAN FRANCISCO, Oct. 17. Unbiased experts on garbage disposal problems are to be called in by Dr. J.

C. Geiger, director of public health, to ehd the dispute between this city and Oakland, as to who is contaminating1 the San Francisco beaches. Oaklahd, through its city engineer, Walter N. Frickstad, has declared that its garbage, which is carried 20 miles out to sea, sinks there and does not return to land. But according to Dr.

Geiger, 90 per cent of the milk bottle tops found among the refuse which fringes the tide line below the Cliff House, bear the labels of Eastbay milk dealers. Dr. Geiger has already expressed the belief that no garbage should be dumped at sea, as, he said, it invariably pollutes the water for bathers and for shell-fish. Fire Alarm Ringer Nabbed by Police SAN FRANCISCO, Oct. Drumm, 24, of 2601 Twenty-first Street, who police say is a chronic ringer of false fire alarms, is under arrest here today following a fictitious alarm at Twenty-first Street and Potrero Avenue. Policemen Joseph King and John Countryman, who responded to the alarm, saw him running from the scene.
