Mrs. Childs was a devoted wife, mother and grandmother. She is survived by her husband of 43 years, A.G. "Gerry" Childs; children, Keri Lynn Johnson and husband Kenny of Smyrna, Courtney Elizabeth Holland and husband Kyle of South Pittsburgh, Jonathan Jerald Childs of Cleveland, TN; grandchildren, Brittany Cole Holland, Christian Calin Johnson; sisters, Alice Campbell of MS Jamie Willis of Memphis; brother, Sonny Johnson of MS. Sara grew up on the Finney Farm near Columbia, TN and she and her family were longtime members of Glendale United Methodist Church. For the past 50 years, she has lived in Nashville and was a faithful member of Brentwood United Methodist Church from the original location on Church Street to where the church is now.

She was also a member of the Nashville Academy of Medicine Alliance and longtime member of NAMA Notes, its choral group. Whether it was the symphony or in church, Sara loved listening to all types of music, and enjoyed playing the piano for her medical auxiliary group. She had a quiet and gentle strength, which enabled her to remain positive throughout her 21 year battle with cancer. To celebrate her life, Bishop Joe E. Pennel, Jr.

and Rev. Frank Smith will conduct a service at 2 p.m. on Saturday, October 26th in the chapel of Brentwood United Methodist Church. The family will receive friends from 12 p.m. until time of the service.

While removal of the dam involved city cooperation, Franklin officials say they were never given adequate chance to fight the proposed permit limitations because, among other criticisms, TDEC failed to tell the city there was a public com- ment pe- riod. i "We fs feel very much i like our i voice wasn't Stuckey heard outside the initial conversation (with TDEC)," said City Administrator Eric Stuckey. Among the complaints in the appeal: In November, the city said TDEC failed to notify city staffers about a public comment period about the renewal of the water permit, which is called an "aquatic resources alteration permit." Franklin officials claim their consultants at CDM Smith wanted more information about the proposed changes to create a cost analysis but were never given that information by TDEC. In June, the city said the state permit coordinator apologized for "the apparent oversight regarding public notice" and said the state was putting together information for Franklin.

The appeal says Franklin was never given more information or had any more dialogue with TDEC until the permit was issued in September. Franklin officials question the state's claims of using scientific evidence and modeling to determine the amount of water that could be withdrawn. Franklin officials also claim the permit is unfair, biased and more stringent than the previous permit or any other in Tennessee. "It appears more stringent than any other in the state based on the fact that TDEC has yet to provide information as to how it arrived at these requirements," the appeal claims. TDEC spokeswoman Shannon Ashford said the appeal will be assigned to an administrative law judge and then a scheduling order for the various pretrial proceedings will be entered with a date of the hearing.

If either Franklin or TDEC is dissatisfied with the judge's decision, an appeal can be made to the state Board of Oil, Gas and Water Quality, Ashford said. Though Franklin uses the river for some of its drinking water, the city buys more than half its water from the Harpeth Valley Utilities District, which pumps water south from the Cumberland River. Stuckey stressed that having the Harpeth as a back-up water source allows the city to pump and treat water at a lower cost. "The process should be more of constructive dialogue between the city and TDEC," Stuckey said. "We think we have the same interest in using the water and providing it for people.

Mr. Howell passed away at home on 111. was saved into the Baptist belief 48 years ago and was a member of the New Life Baptist Church. Zion Missionary Baptist Church in Watertown, where he held many roles, including dedicated choir member, church secretary and deacon in training. He was well known throughout the community as he visited many churches for programs and services. Celebrating his life are descendants of Ephraim "Papa" and Susie Sweatt.
