No employes would be added to the department, according to Senator Hill, the present building and loan clerk being known as the building and loan commissioner and replacing the state bank commissioner on the building and loan charter board. The building and loan department would be given authority to fix and adjust fees for examination of building and loan associations, instead of the fees being fixed by statute. The fees would be required to raise sufficient funds to pay for maintenance of the department. The Indiana League of Building and Loan Associations is sponsoring the bill, as it has for several past sessions, on the ground that the more than $200,000,000 of resources of the building and loan associations of the state constitute a business of sufficient importance for a state reg-ultaory body. It claims that most of the money returned to the general fund each year now by the state banking department consists of funds collected from their organizations, and that the fees collected now for examination of the( associations is excessive, while those collected from banks are insufficient.

Amendment Favored. The Senate committee on banks, trust companies and savings associations decided to report favorably on Senate Bill 23, amending the depository act to permit banks to use as security bonds issued under the farm loan act or the Federal intermedia-tory credit act. The Judiciary A committee of the1 Senate will report favorably this morning on House Bill 45, requiring judges in civil actions to continue until the close of the General Assembly the cases in which members of the Legislature are involved or acting as attorney. The bill was passed in the House Friday under suspension of the rules. FORESTRY LAND BUYING BY GOVERNMENTS ASKED Frank G.

Gilbert of Pleasant Lake introduced a bill in the House yesterday, giving cities and counties power to buy land for forestry pur-nnses. Tt authorizes counties to buv freshment stand. Since introducing the first resolution Representative King talked with the Statehouse building and grounds committee and found that such authority existed. A situation that has been delaying road improvement work in a number of counties would be remedied under a bill introduced in the House yesterday by Republican Charles W. Thompson of Lafontaine.

The bill provides that when a road, proposed under the three-mile road law, is rejected by the state tax board, it must go back to the county auditor and take its turn as a new improvement project. In the past, such projects could be appealed repeatedly ahead of others, thereby clogging the calendar. Hearing on the election contest in the case of Louis R. Douglass, Vermilion county, will open before the election committee at 2 o'clock this afternoon. Records in the case ftp cennes introduced a bill which would give courts power of discretion in granting changes of venue in all civil cases.

Courts now are mandated to grant changes when proper motions are filed. The bill is designed to halt dilatory actions in court cases by filing motions for change of venue and other motions to bring delay. Separate Courts for All Counties Provided in Bill Establishment of a county court in counties having no separate Circuit court, to have jurisdiction of civil cases involving an amount of $500 or less, is provided in a bill to be introduced today by Senator Rollo N. Walter of Lagrange. County commissioners would be given optional authority to establish the court, which would have no criminal jurisdiction.

The commissioners would be authorized, if the court is established, to name the first judge, who would be selected at the general election thereafter, for a term of four years. The bill was drawn, Senator Walter said, by the Lagrange County Bar Association, and is for the purpose of taking over caseg of that character in counties where justice of the peace courts are inactive and to eliminate minor cases from Circuit court dockets. The bill would amend Section 403 of the public offenses act approved March 10, 1905. Senator Walter said that the purpose of the amendment is to obtain the same privileges for trust company officers and directors tat officers and directors of state banks now receive. The bill also would amend Section 404 of the act, providing the same privileges for officers and directors of insurance and surety companies. Pensions for Dependent Mothers Are Proposed Pensions for dependent mothers and their children are provided in a bill introduced in the House yesterday by Representative Thomas A. E.

Cantwell of Terre Haute. Under terms of the bill, in counties with a population in excess of 300,000, the dependent mothers would receive not to exceed 120 a month for herself and one child and not to exceed $15 for each additional child. In counties less than 300,000 the dependent mother would receive a maximum of $15 a month for herself and child and a maximum of $10 a month for each additional child. Deppndent mothers would be determined by the judge of the Circuit court and. the board of children's guardians in each county.
