RepresentativesoftheBenton CountySolidWasteCommission (theCommission)metwiththe boardregardingleachate hauling.BentonCounty SecondaryRoadshadhauledthe countyengineerhasinformed thecommissionthatsecondary roadswillnolongerprovidethat service.SupervisorHertle statedthatwhenthe Commissionwasformedtotake overmanagementofthe toprovidecertainservicesto theCommission.Hertlestated thatthedecisiononhauling leachatewasadecisionofthe boardofsupervisorsandnotthe countyengineer.Hertlewenton tostatethattherehadbeena countywouldhaultheleachate inexchangefortakingrefuseto thelandfillatnocharge. EngineerMyronParizekreplied thatwhentheCommission statedthattheywerenolonger managementservices(in allservicesbeingprovidedby thecountyincludingleachate hauling.SupervisorWiley questionedwhatthe approximatecostwastohaul theleachateandtheengineer estimatedittobelessthan includedthelackof documentationonwhatthe landfillhadaccepted Commissionstatedthat documentationwasbeingkept nowontheamountofrefuse beingbroughtinbythecounty, butthatnodocumentationwas keptpriorwhensecondary roadsmanagedthelandfillnor wasthenewmanagerinformed thathewastotrackitsothe documentationwouldnotbe complete. AgreementforLeachate HaulingbetweenBentonCounty andth eBentonCountySolid WasteCommission.All membersvotingayethereon.

Krauserespondedthattrees plantedonthesouthsidewould interferewithnatural ventilationfromsummer breezesandexplainedthe sciencebehindtheuseoftrees. Krausestatedthatproducers hesitatetoplanttreesonthe southsideforthewelfareofthe animals.SupervisorWiley questionediftreescouldbe addedasapartofthepermitted application.Krauseresponded thathehesitatedputtingtreesin theMasterMatrixduetothe growingandslowgrowingtrees andalthoughthatwouldbenice thebiggestimpactwouldbe fromplantingfastgrowing trees. statedshehadnothingagainst hogconfinementsbutbelieved thattheownersshouldhaveto workthefacilityandlivenextto problemwithPorkPalaceLLC buildingthefacilitybutliving milesfromit.SupervisorHertle questionedTimmermanasto whereshecurrentlylived. Krauseaddedthatthemanure managementontheMaster Matrixcommitstheapplicantto usingtheinjectionmethodand thatwouldbeaconditionofthe permit.Krausealsoexplained therequirementsoftheManure Mana gementPlanandthe annualupdaterequirements. Greenleestatedthatanon-site officeisproposedtobelocated between the two barns. Wileyquestionediftherewould beacompoststructureforthe site.Krauserespondedthatthe facilitywouldbeusing compostingversusrendering butthatthecomposterisnota partoftheMasterMatrix, howeveracompostpadwould beneeded.Wileystatedthatthe biggerissueiswhencompost structuresarenotmanaged properlyandthaton-site equipmentisneededtobury carcasses.Harderadvisedthat askidloaderandtruckwouldbe compostingmustbewell managed.Wileystatedthat therecouldbedefiniteodor issuesifrenderingisusedorthe compostpileisnotmanaged well.

Apublichearingnoticewas publishedbyBentonCountyin publicationisenclosedwithin this packet. TheBentonCountyBoardof Supervisorsheldapublic hearingregardingthe constructionpermitapplication individualscametothehearing. Onequestionedwhatwouldbe donetocontrolodorsfromthe managementonsite.Theowner statedthathewouldbewilling toplanttreesonsitetohelp isgoingtobealocalmanager. Onecitizenstatedthatthe owneroftheproposedfacility doesnotliveonsite.Noother comments were received. Afterdiscussionandconsideration oftheinformationreportedat thehearingtheBoardof Supervisorsfoundthatthe applicanthasdemonstrated compliancewiththeminimum separationdistancesbetween theproposedfacilityanditems referencedwithinTable6Cof proposedbuildingsiteisnoton alluvialsoilsorinkarstterrain, andthattheoverallscoreofthe matrixevaluationwassufficient forapproval.TheBoardvoted toapprovethemastermatrix reviewandevaluationas scored.AcopyoftheMaster MatrixandBentonCounty Scoring Summary is attached.

TheBoardvotedtorecommend approvaloftheconstruction additionthatPorkPalaceLLC willhaveaminimumoftwo(2) rowsofhybridwillow-liketrees plantedonthenorthsideofthe siteataminimumthesame lengthastheconfinement buildings. Nelsonadvisedthatsheis movingout-of-stateduetoher expressedhergratitudeforthe opportunitytoworkforBenton County-addingthatshehas learnedalotduringher employment.Thompson recommendedthattheboard amendtheagreementand accepttheresignationand wishedNelsonwell.Movedby amendtheemploymentcontract betweenBentonCountyandJo Nelsontoreflectthattheparties employmentwiththeBenton acceptstheresignationofJo Nelson.Allmembersvotingaye thereon. Motion carried SheriffRandyForsythmetwith theBoardregardinghiscurrent fiscalyearbudget.Forsyth advisedthathewascurrently runningoverbudgetin communicationsbutwasstill withinhisoverallbudget. maynotbeabletostaywithin thebudgetuntiltheendofthe fiscalyearunlessheheldoff payingformaintenance agreementsuntilafterJuly1st, whichwouldcauseproblemsfor hisFY16budget.Forsythalso questionedhisFY16budget amountandtheneedtoplanfor arecordsmanagementupgrade.

Forsythstatedthathehasto usefull-timecommunications operatorstocovershiftsfor otheroperatorswhoareon haveenoughpart-time communicationsoperatorson staff.Thishadresultedinbeing overinthatareaofthebudget. Forsythstatedheishaving difficultyhiringpart-timestaff asnoonewantstoworknights, boardagreedtoappropriatethe howeverstressedtheneedto continuetofindwaystoreduce spending.Forsythrequested thattheboardprovideinsightas totheirplansfortheFY16 budgetasthatwoulddictate whetherarecordsmanagement upgradecouldbedone.The boardstatedthattheywould appropriatetheentireamount thatwasbudgetedforthe department in FY16.
