Jan. 1 1 Fitch-Denney BY BETH MENGE The Cincinnati Enquirer James F. Moriarty, a Cincinnati stockbroker more than 40 years, died of cancer Tuesday in his Finneytown home. He was 78. Mr.

Moriarty grew up in Norwood, graduated from Xavier University in 1935 and landed a job at First National Bank of Norwood. After serving in the Army's 82nd Infantry Division during World War II, he went to work for the brokerage firm of W.E. Hutton. By 1955 he was head trader, handling the firm's over-the-counter stock, said his daughter, Lynn Hammersmith of Western Hills. During his career, he served as president of the Cincinnati Stock and Bond Club and was a local delegate to the National Security Dealers Association's annual convention for several years.

In December, 1986, he retired from Thomson McKinnon, the company that acquired W.E. Hutton in 1974. Retirement gave him more time to travel to visit his sons, all of whom live out of town. "He had four children and he was a GREEN, Frank Murphy 10:00 A.M. GRIMES, Edward Jr.

CHILDREN Tillery: "We must bring the collective resources of health care professionals, educators, psychologists, parents, the religious and business communities and others to bear on these issues (of children's needs)." Sometimes families fall in the gaps and there Is nothing available." EDUCATION Tillery: I am concerned that there is a large and growing population of undereducated, dysfunctional children in Cincinnati Reading scores alone do not explain why more and more teachers are being abused by school-age children. They don't explain why teen-age pregnancy and suicide rates are on the rise. They don't explain why 12-year-olds carry guns and beepers to school." Tom Mooney, president of the Cincinnati Federation of Teachers: "It's real obvious to teachers that these kids are engulfed by a rising tide of poverty and violence. We can't pretend that doesn't affect their interest in learning.

It's like trying to shovel your sidewalk when there is a blizzard raging. While we're shoveling, kids are still being ravaged by raging social problems." HEALTH CARE Tillery: "We are all affected by the failure of our health care system. For every dollar hospitals receive in patient revenues, an average of 5.4 cents goes to cover those who cannot pay. These expenses drive up costs other patients, burden hospital services and contribute to higher insurance costs." Nancy Stassel, Greater Cincinnati Hospital an area ripe for reform. The solution must not only come from hospitals, but society has to determine how they want to pay for the care of these people." THE CITY'S FUTURE Tillery: "Cincinnati does not have to end up like other large urban cities, plagued with rampant crime, poverty and racial strife.

We have an excellent opportunity to become a model for cities throughout this nation. The ingredients are here." Frank Allison, president of the local NAACP: 'I think we have a big problem in racism, I think a lot of improvement is needed in city administration, especially the police force. I agree we have a chance, if we work at it. I think the mayor is right that we have the ingredients to make it work." Jan. 10 Joseph R.

George Voi-novich said Thursday that state subsidies to parents to offset private-school tuition is a concept that should be tested, particularly in Ohio's largest urban public-school systems.

But the governor stopped short of endorsing legislation that would set up such a system in Ohio. Next week, Rep. Michael Fox, R-Hamilton, is to introduce in the Ohio House a bill setting up a rigorous test of the progress of similar students in public and non-public schools. Fox's bill will authorize a five-year test of school vouchers, in which progress of 2,000 urban elementary stu dents receiving state vouchers to attend private or parochial schools will be measured against 3,000 similar stu-. dents who stay in the public-school system.

"There has been a lot of talk about the effectiveness of a voucher system, but to my knowledge, it hasn't been tested as efficiently as it should be. I think it should be looked at," the governor said. "I think there is some merit to the system," he said. "I think we should look at it. We need to do some experimentation.

Voinovich said he wanted to "see the fine print" and consult with Ted Sanders, state school superintendent, before voicing an opinion on Fox's bill. "I think most of them would favor an experimental voucher plan, but they would rather see it tested on all children or with children in an entire district," he said. Stacey Petitt, office manager for Rep. Dale Van Vyven, R-Cincinnati, said she received 14 calls against the proposal and one call for it Thursday morning.
