RE1TIG John and Karen, 6441 Mont over their shoulders, garbed in the pants and steel helmets of Papa Doc's controversial "Filles Du Loi" (Law Girls), and more than a dozen men arrived in similar attire during the first hour of viewing. As the afternoon wore on, the lines of mourners were increasingly made up of Haiti's more humble classes, the people of whom he used to say: "I know my people, and they know me." MIGsHit In Raid By U. S. Jets? SAIGON (UPI) U.S. war-planes attacking an airbase deep in North Vietnam "may have damaged" Soviet-built MIG Jet fighter-bombers on the ground, American headquarters reported Friday.

Details of the raid Thursday on the Quan Lang MIG base only ISO miles south of the North Vietnamese capital of Hanoi were disclosed as headquarters also reported the beginning of a new phase of the American troop withdrawal program a week ahead of schedule. A Saigon communique said more than 1500 Marines would be involved in the new round of withdrawal and that all Marine units would be out of Vietnam before the end of the summer. The number of Americans in the war zone has dipped below 284.000 and President Nixon has said 100,000 more will leave by December 1. IN THE WAR, U.S. Air Force aomerv oirl.

Dragul I Spivak, Hodapp Funeral Homes W00DRUM Michael and Bonita, 7472 Hamilton at Elkton PORT-AU-PRINCE, Haiti (UPI) Thousands of weeping Haitians Friday filed past the open casket of President Francois "Papa Doc" Du-valier, guarded by 22 army officers and 22 of the feared Tonton Ma-coute, Jjjllitiamen he had mustered to enforce his Iron rule for 14 years. Duvalier considered 22 to be his lucky number.

Haiti's gleaming white presidential palace, for years a forbidding and heavily guarded place of mystery, was opened for the crowds to file past the bier, and they did. in their thousands, despite the sweltering heat. DUVALIER DIED Wednesday night. His son and successor, Jean-Claude, already seemed to be planning a campaign to emphasize that the transition would be a peaceful one and perhaps give Haiti a more gentle image than it had under "Papa Doc." A tourist office official said the republic would begin a campaign next week picturing Haiti as a safe place to visit, with life going on as Jan-Claude was sworn In to succeed his father as president on Thursday as Duvalier had planned when he had the constitution em-mended last January to lower the constitutional age for the presidency. It was then announced that the age was lowered to 20, but official sources: told UPI Thursday that the age Is 19.

They said that the rotund; Jean-Claude will become 20 on July 3. Many sobbing openly, some wailing', the mourners Inched slowly along the line Into the diplomatic room where the body of the slight, tyhite-haired Duvalier lay in state. Many cried out, "Papa Doc, Papa' Doc" as they moved past the casket. Un death, his face had a grave and somber look. Most of the mourners were somberly attired in neat dark suits and dresses.

M. at Jamison 8 Jamison Funeral Home, gf Robert Roberts. Gretnei. 3U, ui waiierson In the presidency, argued that when It comes to foreign policy, particularly the authority to make war, the President has constitutional powers that Vhave never been questioned." He warned that any congressional Interference with the President's powers as commander in chief could "utterly demolish" the nation's "dependability as an ally." In a lengthy brief, Goldwater raised the first serious objections to various bills being considered by the committee that would limit the President's ability to commit American troops to foreign hostilities without congressional consent. Goldwater, a political descendant of the Taft-Brlcker wing of the Republican Party, was defending the presidential warmaklng powers over the foreign policy powers of Congress, which were being championed by such liberals as Sea Jacob K.

Javlts (R-N. Under the Javits bill, the President, in the absence of a declaration of war, could not undertake foreign hostilities except to repel an attack on the United States or on American troops stationed abroad, to protect the lives of Americans abroad, or to comply with a treaty commitment. In such contingencies, the President could not, under the bill, continue the military action for more than 30 days without obtaining congressional approval. The Javits bill, Goldwater contended, would "leave the United States helpless to prevent the annihilation of Israel," would "emasculate NATO, "would" unwittingly allow a military Congress to Initiate a nuclear holocaust "and" may incite one of the gravest constitutional crises In American history." As Goldwater continued to raise objections, Javits finally said: "You are opposed to this bill because you have less faith In Congress than you have In the presidency." "To be quite frank, you are right," Goldwater replied. New Haven Cemetery, Harmon.

JC) New York Times Service WASHINGTON Sen. Barry Jfcoldwater told the Senate Foreign Relations Committee Friday that jroposals to Impose legislative re-nrictio'ns' on the President's war-naklng 'powers were "improper, mwlse and perhaps illegal." at Jamison A Jamison York Times Service WASHINGTON James R. Hof-fa, imprisoned head of the International Brotherhood of Teamsters, will be -moved to New York over the weekend from his cell at the Lewisbufg Penitentiary in Pennsylvania la testify before a federal grand Ifiiry investigating alleged improprieties involving the teamsters pension fund. Government sources report that Hoffa will be moved from Lewis-burg to the Federal House of Detention 1n Greenwich Village to await a'one-day appearance Monday oi" Tuesday. The government has obtained a writ of habeas corpus directing the move, according to the sources. It Is a reasonable Inference, they said, although not a certainty, that since the government is taking the trouble to move Hoffa and take him before the Jury, he will answer questions substantively, not plead his right against self-incrimination.

A SOURCE CLOSE to the case said that several people within the department fought unsuccessfully against calling Hoffa before the grand Jury. The source who asked not to be identified, said that these people felt that calling Hoffa would only serve to free the union leader from further criminal prosecution and might be part of a plan to commute his sentence. Officials of the department vigorously deny that this Is the case. at St. Monica Church, Monday, it 9:30 A.
