The yacht also had headed to aid Sir Francis, who had reported he was ill and on his 57-foot ketch Gipsy Moth 250 miles southwest Plymouth, England, after turning back on a transatlantic race to Newport, R. They were taken to the Gipsy Moth by thp British navy frigate Salisbury. The frigate's captain, Cmdr. The authorities did not disclose crew identities, pending notification of families. But Sir Francis signaled, "No assistance or doctor needed," when the French vessel tried to come alongside.

Its captain later radioed the port of Brest that Sir Francis was "arrogant a typical Englishman." Friday night the France II and the Lesteria collided in the heart of the Bay of Biscay, and the smaller vessel sank almost immediately. The authorities in Brest said the France had picked up only the captain and three crewmen. "HE WAS very happy to see us and he was happy to see Giles," McQueen said in a radio telephone interview.

McQueen said eight feet of mast and cress trees had been broken off the top of the miz-zen mast. "We believe this happened when the French ship got rather close," he added, "but the damage has been repaired and Gipsy Moth is sailing under a jury rig." Sir Francis weighed an 3000-mile transatlantic single-handed yacht race. The old seaman, who won knighthood In 1967 after sailing single-handedly around the world, withdrew from the race this week after falling ill. He has a blood disease that affects bone marrow and produces anemia. THE FRIGATE broke off maneuvers Thursday rush to Sir Francis' aid.

If Fischer does not show up, and the match is declared forfeit, the new challenger will be Tigran Petrosian of the Soviet Union. Fischer beat him in the final elimination match in Buenos Aires by a score of 6'2-2V2.

Social Security Changes Listed REYKJAVIK, Iceland Bobby Fischer has asked for a two-day postponement of his chess match with Boris Spassky of the Soviet Union, according to Andrew Davis, Fischer's lawyer. Thus the match, and there is no certainty that the international chess tournament will be held, would start on Tuesday instead of Monday. There was no immediate reaction from the Russian delegation. It was learned that Davis In a meeting with officials of the Icelandic Chess Federation; the referee, Lothar Schmid; Max Euwe, president of the International Chess Federation; and Fred Cramer, who is acting for Fischer pleaded fatigue on the American chess player's part.

Fischer, who has delayed his trip here several times, now Is expected to arrive Monday morning. Fatigue, Davis said, is an impediment to playing, and he pleaded that Fischer was not medically fit to start the match. Asked by Schmid why the challenger had not arrived earlier, Davis contended that reporters had spotted Fischer at Kennedy International For Information Call or Write W. F. The changes will save money for the more than two-thirds of the 96 million persons subject to the Social Security payroll tax who earn less than $9000. They will pay $495 instead of the present $468 but the present law would have jumped their payments to $510.50 next year. They will still pay, for example, $495 in 1985 under the new law; the current one would have pushed this figure to $535.50.

the' CHANGES provide that benefits and taxes will rise, starting in 1975, to match increases in the cost of living. Whenever the cost of living rises 3 or more in a year, benefits and taxes will go up to cover the increase. The tax increase will be achieved by increasing the wage base the amount of a worker's income subject to the tax rate. The tax rate will not change. (C) Washington Post WASHINGTON For most workers, the changes signed into law Saturday by President Nixon will mean lower Social Security taxes than they would have paid under the present law, while benefits increase for all recipients.

An average single retired worker will receive $161 a month instead of $133. Average monthly benefits for a couple will go from $223 to $270. Benefits for an average widow will jump from $114 to $137 while a single worker with maximum benefits will go from $216 to $259. A couple receiving maximum benefits will get $389 instead of $324. THE PRESENT maximum 5.2 Social Security tax for employers and employees on the first $9000 of income annually will rise to 5.5 on $10,800 on January 1, 1973, and 5.5 on $12,000 one year later.

This means that the present $468 maximum tax on an employee will rise to Airport on Thursday night and had prevented him from leaving. Fischer will not travel on Friday because of religious reasons, he added. According to the rules, a player is allowed postponement of three games if he can show a medical certificate. Fischer, however, does not helieve in doctors, nor, according to Davis, does he approve of the official position of the Icelandic Chess Federation. DAVIS PROPOSED that Fischer make an appearance Monday in a ceremony witih Spassky to make the drawing for the first game that is, to flip a coin to see who would have the white pieces, which would give the player the advantage of initiative.

If the Russians agree to this, Davis said, the TJ. S. delegation was prepared to offer the Russians an extra medical postponement. Some observers are calling Fischer's action part of a battle in a continuing war of nerves on Fischer's part. But Spassky appeared In good spirits Saturday.

He was seen at lunch laughing and joking, and appeared entirely relaxed. The non-appearance of Fischer at the inaugural ceremony Saturday night at the National Theater is causing a good deal of local indignation. An elaborate ceremony had been planned. Originally the president of Iceland was sheduled to make a speech, followed by the lord mayor of Reykjavik, the Russian ambassador, the American charge d'affaires, and other notables. Much of this will still go on, although the president, who is expected to be in the audience, will not speak.

NEGOTIATIONS are continuing between Davis and the Icelandic Chess Feder-ption about the 30 share of the gate receipts that Fischer is demanding. The stage of the Exhibition Hall, where the match is scheduled to take place, is ready, and the seats in the auditorium are being placed Into position. Marland, the commissioner of education, to be assistant secretary of education in the Department of Health, Education and Welfare, a post that has been vacant for two years. The elevation was almost a foregone conclusion, since the school aid bill signed by President Nixon this week calls for such a post, and Maryland's performance as commissioner has been highly regarded by administration officials.
