Enquirer TV Columnist IN FASHIONABLE Kettering, Ohio, near Dayton, sits a white building. The building itself, the property on which it Is situated and the equipment inside it is valued at approximately $1.5 million. It is the home of WKTR-TV, channel 16, a UHF station owned by the Kittyhawk Broadcasting a group of Dayton investors. The station is important to Dayton, of course, and to Cincinnati as well, for several reasons.

It is the fourth com- merclal television channel In Dayton. It is locally (Dayton) owned. It has a full color facility. It reaches into several parts of Cincinnati as do Dayton's WHIO-TV and WLW-D an dthe other Dav-ton UHF station, WKEF, channel 22. Dino I WHAT Strike? It's On Tape The local impact of the strike of the American Fed-carried on Channel 5 at 7 a.

five days a week, the major networks is being held to a minimum thanks to tape. With the exception of NBC's "Today," show which Is carried on channel 5 at 7a. five days a week, the major shows are on tape. This means they were "filmed," anywhere from a week to three months in advance of their broadcast time. The "Tonight," show on NBC, also carried locally by channel 5, is taped earlier in the evening for broadcast at 11:30 p.

m. A previous "Tonight" show was broadcast last night. The Merv Griffin and Mike Douglas shows also are taped in advance, but the programs are produced independently and sold to individual stations. They are not affected by the strike. As for the soap operas, taped reruns of "The Doctors," was scheduled by NBC.

"Love of Life," on channel 9 was replaced by "I Love Lucy" reruns. "As The World Turns," carried by channel 9 at 1:30 m. will be replaced by Candid Camera reruns. Both the Jackie Gleason and Ed Sullivan Shows Gleason on Saturday. Sullivan on Sunday, will be repeats of earlier broadcasts.

With the exception of the "Today" and "Tonight" shows, network programming will not be affected tonight or Friday night. All the programs were taped prior to the strike. The Dean Martin Show, for example, was taped Sunday. If the AFTRA strike continues through this Sunday, NBC next week would present a tape of an earlier Martin show. Network radio programs also were affected with news broadcasts taken over by supervisory personnel at the three networks.

The affiliates local'y are NBC (WLW), CBS (WNOP) and ABC (WCKY). The strike is directed against the networks and network owned and operated stations. The networks own no radio or television stations in this area. WCPO-TV is owned by Scripps-Howard Broadcasting. WLW-T is owned by Avco Broadcasting and WKRC-TV is owned by Taft Broadcasting.

Dean Martin's show at. 10 p. m. tonight on Channel 5 includes Gene Barry, Eddie Fisher and Abbe Lane. Its program director is John Clark, formerly of WCPO-TV.

THE STATION went on the air 20 months after it had applied for a license from the Federal Communi-catolns Commission and 16 months after the license had been granted. WKTR TV began broadcasting 10 days ago. At the moment it relies heavily on movies, several syndicated programs such as Merv Griffin and physical fitness expert Ronnie Pnidden, weather, news, and the evening sports broadcast. The president of Kitty-hawk Broadcasting is a wiry, blond man. His name is Kenneth D.

Caywood. He thinks and acts quickly. "We have received mail from Mil ford and North Bend," Mr. Caygood was saying Wednesday. "We also go north as far as Belle-fontaine." Quite by accident, WKTR-TV opened with a built-in audience, probably without realizing It REASON: The station opened using feature films.

Lucille Ball is hoping to activate her project on the Bcardsley family of 19 children, with Henry Fonda as co-star.
