Their talking-stage idea: Let the television networks bid for the right to broadcast the party's political extravaganzas.

"They do it on major sports events," said Wayne Phillips, director of public Information for the Democratic national committee. "Instead of having all three networks cover the convention, which has gotten to be a madhouse, we'd try to sell the time to one of them." "I think they can well afford it," Phillips said. He said the networks try to get commercial sponsors for their convention broadcasts. "Astounding 4 idea," said Elmer Lower, president of the American Broadcasting Company's news division. "WE CANT: believe that this is a serious proposal said CBS News president Richard S.

Salant. "If they want to treat themselves as If they were a commercial spectator sport, that's their business. "As a news organization, we intend to cover the conventions as news," Mr. Salant said.
