S. Dist. Judge Alexander Holtzoff says courts would block any attempt by the AFL-C IO Brotherhood of Railroad Trainmen to strike some 85 Western and Southeastern railroads. A federal arbitration award under which the 85 carriers lopped off the jobs of some 17,000 trainmen expired January 25. But Judge Holtzoff ruled that any efforts by either the union or the railroads to change the situation resulting from the award would have to be taken within procedures of the Railroad Labor Act.
