They are positive after the entire course that they can compete in society." Dr. Neil Snarr, chairman of the sociology department at Wilmington, is spokesman for the two-year-old program and also teaches In it. He said that the inmates take the courses on their own time after working eight-hour days at LCI. Then "they spend about two hours studying, I presume. But one problem is that they are In regular cell blocks with other inmates and when lights go out, they can't study." Economics, sociology and English are offered and prisoners can take all three about nine hours class-time a week.

CHIEF LEABUA JONATHAN Favors Apartheid Policy Prime Minister Seizes Power In Lesotho Coup MASERU, Lesotho (UPI) The black prime minister of Lesotho, who approves South Africa's apartheid policy, removed the nation's king from power Saturday and began arresting political opponents and ruling by decree. The prime minister, Chief Leabua Jonathan, earlier had nullified the constitution of this former British African colony and also canceled the results of last Tuesday's congressional elections that the opposition apparently had won. The opposition described Jonathan's actions as a "coup d'etat" and said it was appealing to Britain and international organizations for help. In consolidating power to himself, Jonathan began arresting pan-African political opponents who fa-vor co-operation among black African states.

El Salvador said Honduran troops tried to penetrate the border at a different point, also before dawn, but that Salvadoran forces beat them back and killed several. THE PEACE delegations had been meeting in San Jose, Costa Rica, since El Salvador and Honduras fought a five-day war last July in which more than 2000 persons were killed. The delegates called an outbreak of fighting Thursday an "isolated incident" and adjourned Friday after agreeing to resume the talks February 23.
