Oanh stopgap measure Civilian Takes Premier Reins In S. Vietnam SAIGON, Vietnam A civilian with close links to the United States took the reins Saturday as acting premier of South Vietnam for two months.

The government said that Maj. Gen. Nguyen Khanh, the leader since January, fell mentally and physically ill under the strain of a week of rioting and was under medical care. In the sixth government change in 10 months, Dr. Nguyen Xuan Oanh, a Har-v a d-educatcd economist, assumed temporary leadership by appointment of a military triumvirate that was established Thursday.

The selection of Mr. Oanh, a deputy premier of economics in General Khanh's regime, appeared to be a stopgap measure that probably will not entirely satisfy any of the rival factions in South Vietnam. Mr. Oanh, who said he was born a Buddhist, seemed to emerge as a neutral in the political, factional and religious disputes that have torn the nation for nearly two weeks. In the Internal conflict, Buddhists were pitted against Roman Catholics in the bloodiest rioting since the final days of the regime of President Ngo Dinh Diem; students rose up in protest of General Khanh's assumption of presidential powers on August 16; and behind the scenes there was political play pitting the Dai Viet party against the General Khanh faction.

Despite the upheavals, S. and Vietnamese military officials said there has been no change in the status of the war against Communist guerrillas. There was no evidence that the Reds sought to take advantage of the internal turmoil. Mr. Oanh comes to the fore apparently with full approval of the United States, which is pouring men, material and money into the war against the Communist Viet Cong.
