Boat owner groups feel they are being made to meet cleanup standards that are tougher than those imposed on major polluters, while some conservation groups feel the boat rules are weak and full of loopholes. In the middle is the Environmental Protection Agency (EPA) which put out the standards last week after more than a year of study.

THE EPA STANDARDS, covering 550,000 pleasure boats and all other vessels with sanitary facilities operating in U. S. waters, are designed to end all discharge within five years after the Coast Guard publishes exact rules next fall.
