Eckert Ready For Expansion Blueprint? PHILADELPHIA Observations, Notes and Quotes. I learned here yesterday that General William Eckert, baseball's new commissioner, Is ready to call for a blueprint for expansion of the major leagues to 12 teams each. Expansion Is inevitable, but when it was mentioned here i I was moved to wonder about a number of things. When the original expansion from the traditional eight teams to 10 occured In the fall of 1961, many new problems were created, and as yet no significant progress has been made toward their solution. The four clubs Houston and New York In the National League and Washington and Los Angeles In the American are hopelessly mired In the second division.

Unless Commissioner Eckerfs blueprint offers a plan whereby new entries in the league will bear some recogniz- able resemblance to major league ball clubs, we will have eight miserably poor teams Instead of only four. And it seems to me that can't be anything but bad. For a number of years, baseball has been suffering from the gosh-awful disparity in talent between clubs like the Dodgers and the Reds and the Mets and Astros. The i lack of anything approaching genuine competition has had a damaging effect on attendance In some cities, causing some cynics to say that baseball Is losing Its hold on the American people. This, of course is not true.

I'm all for expansion, If only because scheduling in a 12-team league is simplier than the awkward condition brought about when the leagues went from eight teams to 10 teams. But before they go to 12, 1 believe they must 1 make it possible for a fan in, say Houston, to sustain the 41st Kansas Relays Open On Thursday BOSTON UP) A Japanese team headed by Tooru Tera-sawa Is expected to dominate the 70th running of the Boston Athletic Association Marathon Tuesday, and per-haps duplicate the feat turned In by the Japanese a year ago. In 1965, the Japanese, led by Morlo Shigematsu. finished 1-2-3-5-6 with Shigematsu setting a course record of two hours, 16 minutes, 33 seconds. However, none of those five qualified for the 1966 trip to Boston.

THE KOREANS are highly respected by American marathoners, having won two Boston races since World War n. One Korean winner, Yung Bok Soo. set a course record In 1947 but had it wiped out when the course was remeasured and found to be 176 yards short. Big Jack has carted home well over $500,000 in what the PGA likes to call "official money." It does not include a number of 50 grand swipes In the World Series of golf and sundry other bundles of legal tender from "unofficial" events such as the Big Crosby wingding, Tournament of Champions and, of course, those lucrative exhibition matches. Nevertheless, add them all together and they spell MONEY that spends. Nicklaus was the leading money winner on the tour last year with a record $140,752, plus some $15,000 worth of spare change from unofficial events. That record shot the Columbus star Into third place in what passes for the all-time winning list.

The PGA didn't start keeping tabs on earnings until 1947. And since pre-World War II pros had to win 10. tournaments to surpass top earnings in one of the current big shows. Byron Nelson, one of the greatest, recalls that he walked away figuring he had a ton of moola when he received a check for $3500. Ford termed the rule unfair. At the same time, he said Ford had yet to make a decision about racing next year. Indicating he was leaving the door open to possible compromise. The National Association for Stock Car Racing set up the new rules last week. Motor circles here speculated that Ford's withdrawal might have a severe effect on the South's stock car racing program.

Over the last three seasons, Ford cars have been big winners. With Chrysler out of action last year, Ford won 48 of 55 NASCAR events. Chrysler returned to the stock car tracks this year. Chrysler also is reported concerned over the new rules. The Detroit News quoted Bill France, NASCAR president, as saying at Charlotte, N.

that stock car racing will go on despite Ford's withdrawal. "We survived the 1957 tomobile Manufacturers Association's resolution, and we can survive this," France was quoted. In 1957, the Automobile Manufacturers Association, spokesman for the automobile companies, took a stand against racing. Ford and Chrysler entered racing in the years that followed, however. Ford has been racing for five years.

Chairman Ford said he had told France by telephone that "we couldnt possibly continue" with the rules as they exist. "I believe the racing officials have to develop some rules that are fair to everyone," Ford said. "Up to now, they dont seem to be very fair." Independently entered Ford cars will continue to race.
