Celeste's Proposals Still Secret COLUMBUS (AP) -Gov. Richard Celeste prepared to give his first state of the state address to a Senate-House session at noon today, but aides indicated it would contain few specific legislative proposals. Instead, the governor's office said Monday, Celeste will spell out his tax, economic and other programs in a two-year budget bill he is to submit to lawmakers later this month, probably on March 30. THE GOVERNOR'S speech should set the tone for what is to come. It may give a clue as to whether he will seek to increase corporate taxes in the biennial budget plan.

Celeste won approval late last month of a bill that permanently raised the individual income tax by and he has said consistently there should be a better balance between business and individual taxes. Last week, he received a report from a special tax advisory committee that gave options with regard to higher business taxes, but the panel did not actually recommend any of them. Paul Costello, the governor's press secretary, said the state of the state speech would deal more with needs and goals "without a great amount of specificity." Meanwhile, a minority GOP member of the Senate said Monday he will introduce a bill giving some relief to individual taxpayers now being assessed the higher income tax. Sen. Sam Speck, R-New Concord, said his measure would increase the personal exemption on the income tax from $650 to $1,000 AP Laserphoto REMEMBER THE MAIN: Two pedestrians leap over the water flowing in the gutters at Gay and High Sts.

Campus Riot Blamed On 'Fringe Element' DELAWARE (AP) -The allnight ruckus that erupted at Ohio Wesleyan University after the closing of a fraternity house last week was the action of "a small fringe element of students" and not typical of the university or its student body, the school said Monday.
