Flash floods forced hundreds from their homes and drowned at least one woman in parts of the Appalachians.

The tornado, described by witnesses as "black as night," dipped out of low, swirling clouds in northeast Cheyenne and traveled a jagged line over a golf course, across the airport and through several blocks of houses. It also damaged a number of Air National Guard C-130 transport planes. "I would say our destruction is massive," said Mayor Don Erickson. "It's going to be very extensive. It's the first tornado that I know of that has touched down in the city limits." Wyoming Gov.

Ed Herschler, whose residence was narrowly missed by the twister, declared the sparsely-populated state's capital city a disaster area and said he would seek federal assistance. The National Weather Service said the tornado fatality was only the fifth recorded in the state's history. The last known tornado death in Wyoming occurred in 1959. Laramie County Deputy Coroner Arling Wiederspahn identified the dead boy as David McKinnon, who had lived in a trailer court where 18 mobile homes were destroyed. His mother, Linda McKinnon, was seriously hurt.

At Laramie County Memorial Hospital, a nursing supervisor said 32 people were treated for injuries. Two were hurt seriously and admitted; the remainder were released. At De Paul Hospital, a spokeswoman said 13 people were treated, but none was seriously hurt. Wiederspahn said that, considering the destruction, the low number of casualties was a "miracle." Tornadoes also touched down near Burns, in Akron County and in Southern Missouri near Rogersville, but caused no injuries or damage. Thunderstorms were widespread through the lower Mississippi Valley and Southern Plains Monday.

In West Virginia, about 300 residents were forced from their homes until late Monday by heavy predawn rains. The body of a woman, identified as Terry Maxine Jessie, 20, of Paw Paw, was found in Virginia. Officials near Majestic, dragged a small creek along the Kentucky-West Virginia border searching for Tommy Branham, 4, feared lost in the floodwaters that swept the area.
