Such a Russian invitation to the Allies to avoid atomic war by trying to stop them in the usual way of old-fashioned wats would have fome appeal to the West Euro penns who living near Russia fear, being consumed in atomic furnaces. But they could hardly survive if they tried to fight an old-fashioned war judging from the comparative estimates of the ground forces of Russians and the 14- momber North Atlantic Treaty Or- garization. If either the Russians or the West started strategic bombing the full atomic war be on since the one so attacked would reply in kind, and in a hurry if it still could. At his news conference Dulles seemed clearly to be saying that if the Russians attack in Europe they will be hit at once with atom- weapons used tactically. President Eisenhower has already given one explanation. He'll probably be asked for another because two of his right-hsnd men Secretary of State Dulles and Secretary of Defense Wilson gave explanations which didn't sound the same. When he was asked about the reduction at a news conference Doc. 15 Eisenhower said the cold war may last 50 years and this country, in order to stand the long pull, must save on defense every dollar it can afford to.

On Dec. 20 Wilson told a news conference after announcing the exsct size of thp cut, that it is being made because the Elsen- hower administration believes the ihreat of global war has diminished. Yesterday, Dec. 21, Dulles was asked at his news conference whether the military cutback was made because of any feeling war is further away or because this country has developed such powerful new weapons. Dulles eplied: "The reductions are not due to the fact that we consider the threat has diminished bu merely due to the fact that we think that we have pther ways to cope with the danger." Eisenhower's explanation was understandable as far as it went because the administration has tried to cut defense costs where it could, but some newsmen though they saw a' conflict between the Dulles and Wilson explanations.

Dulles didn't say exactly the didn't think the danger of war hail decreased, but he put the reason for defense manpower cuts on new weapons while Wilson put it on less fear of war. Had Dulles emphasized belief that war fears had decreased, this country's European allies might feel it was safe for the United States to cut is armed forces they could start cutting theirs.
