THE SALT LAKE TRIBUNE, FRIDAY MORNING. JUNE 8, 1034. COLLECTION AIDES URGED TO ACTIVITY Many Areas Ripe for Settlement of Depression Bills By ROGER W. BAUSON BABSON PARK, Mass, June collection situation during the past four years has been one of the major problems confronting business men. Unfortunately, the nation entered the depression carrying a tremendous burden of both public and private debt.

The big majority let the gilded days Of 1928-29 slip by without either in- listing that money owed them be paid or paying the money they owed. Buying merchandise on the instal- ment plan was just as much of a craze in 1928-29 as purchasing common stocks on margin. When the depression cyclone personal incomes could not support his high level of indebtedness. Wage cuts and discharges forced concerns to repossess much merchandise which they had sold. Meanwhile thousands of concerns, as as individuals, had overextended and were forced into bankruptcy.

In solvency spread like a prairie fire. In 1932 bankruptcies reached an all time peak. In that year they numbered 67,000, with aggregate liabili ties of $1,627,065,000. Out of this wreckage creditors were able to salvage only 5 cents out of each dollar of liability. This was a tremendous strain on those concerns which remained solvent.

Industrial centers and farming were the hardest hit. With wheat selling at the lowest point in 350 years and other prices show Ing a similar deflation, money was extremely tight in the midwest Twelve million unemployed, mostly in the cities, credit conditions doubly hazardous. The rcpeatec warning of bankers to manufactur crs: "You should cut down your receivables," was like King Canute's command to the sea to stay back. The echo this warning was the futile complaint of the business man: "If I could only collect what 1 have on my books!" Marginal Firms'Eliminated Debt is a fundamental cause of depression, while liquidation of debt establishes the basic for recovery. The last four years have seen millions of dollars of private and commercial debt liquidated, The "marginal concern has'been forced out of business.

In all, nearly 250,000 firms and individuals have gone to the wall since 1929. Now the tide has turned for the better. The fact that only 900 concerns failed in May (the lowest monthly total in 15 years) shows the foundation upon which most commercial houses rest today. as measured'by the Bab- sonchart, is now 39 per cent above the depression low. Purchasing power has advanced S4 per cent and factory employment 40 per cent.

Wholesale prices are at the recovery per cent above their low. Money is at any time in the last three years. Collection, 1 are now fair to good in many sec lions, ot the country and this is the time to push collection campaigns Accounts of long standing should be looked into carefully. Collect your eccounts and pay your bills promptly from now keep money in circulation. Collection Drives Collection departments are too often regarded as merely routine af inspiration and alertness of a sales organization This is a bad mistake.

Credit men should be given a bigger conception 01 their jobs. They should constantly: study the best sales' territories, lor these generally yield the best collection returns. Today indicators show that the following states ara in a relatively good sales anfl credit position: Arizona, Kentucky, Oklahoma, North Carolina, Georgia, Alabama, Tonnes see, Texas, South Carolina and Arkansas. Among the individual cities, the foilbwing'report collections good: Birmingham, Phoenix, San Diego, Bridgeport, Conn. Atlanta, Twin Falls, Idaho; Indianapolis, Duluth, Charotte, N.

Cincinnati, Ohio; Tulsa Oklahoma City, Austin Texas; Fort Worth, Texas; Walla Walla, Wash. Business and professional men often study credit conditions by ter ritorics and cities with great care but they overlook opportunities in specific industries. Here again a lively credit manager wiH act with Ihe same vigor as the sales manager He will not judge collections solely by the general conditions of the territory. The occupation of the particular debtor individual or concern will also bo given consideration.
