AMENDMENT CURB FOR F. R. DEFEATED 'Administration Wins Round in Reorganization Washington, March 18 UB Administration supporters won a crucial victory in Senate consideration of the government reorganization till, defeating by four votes an amendment designed to deny to the President the final decision in reshuffling bureaus. It was a galling defeat for Senator Wheeler (D-Mont) leader of last summer's successful fight against the President's Supreme Courtre-organization.

He fought furiously for his amendment, which would have given Congress the right to accept or reject the President's reorganization orders. As the bill stands, Congress can only override those orders by enact-, ing legislation which would be subject to a veto. The vote against Wheeler's proposal was 43 to 39. The tall Montana senator accused Administration leaders of exerting "pressure" on senators and of obtaining White House "assurances" that certain bureaus would not be transferred, in order to defeat his amendment. He characterized a Senate lobby committee investigation of "outside activities" against the bill as a "kangaroo court" where witnesses were brow-beaten." BROCKELHURST.

ELECTOCRUTED Slayer of 3 Blames Plight 'on 'Slight Love Afair' TUCKer marcn is ir In the tight little frame execution chamber, Lester Brockelburst, 24, Galesburg, 111., who murdered three men in the course of a hitch-hiking tour with his sweetheart in the spring of 1937, was put to death Unresigned, he blamed his plight on "a slight love affair," voicing bis rancor in a 12-minute statement after the electrodes had been trapped to his head. Shortly after Brockelhurst was pronounced dead, his death-house cell-mate of many months, Joe Newt Sims, 30, Saline County farmer and WPA worker, took his place in the chair. Sims was convicted of killing his young wife with, an ax. He was pronounced dead at 6:56 m. The-xeeuMofef Brbckelfewst wrote a closing chapter to a sordid saga unfolded to police after he and his traveling companion, Bernice Pelton, 18, of Rockford, 111., then an expectant mother, were arrested in New York State last May.

Order for Judgment Against PMA Vacated Centralla, 111., March 18 Acting on a joint stipulation, United States District Judge Fred L. Wham today vacated his order granting the United Electric Coal Company a judgment for $117,000 in damages against the Progressive Miners of America. John R. Kane, general counsel for tne union, and Kaipn Lesemann, an attorney for the company, went to Judge Wham's home here to file the stipulation, which also with drew the company's motion for damages in the case. A joint announcement by the two lawyers said the union and the company naa "reached an agree- ment between them which disposes of all the issues raised by the plaintiff's motion for judgment for damages." Neither of the attorneys would expand on their brief statement.

Illicit Liquor Ring's Methods Are Pictured Philadelphia, March 18 Government witnesses at the trial of 51 persons accused of defrauding the Government of millions of dollars of liquor taxes, testified today that the group maintained offices in hotels, drug stores and-tallor shops.

Edward Lavner said that the grouo also maintained farms in New Jersey and used several garages In Philadelphia as distributing points. He said he hauled alcohol from Trenton and from a farm in Frank-linville, N. and cached it in garages in South Philadelphia. Lavner identified Benjamin R. Foeel of Philadelphia as the man who employed him.

Lavner plead ed guilty to the conspiracy charge. Musician Freed in Death New York. March 18 tW-William King Loftus, 47, a saxophone player, locked up February 8 on a charge of homicide in connection with the death of Mrs. Harriet Brown -Neilsenr reed-today by Judge Owen Bohan. Bonn, past president of Hanover School Board, and pres ent secretary, stated yesterday that the board was considering the plans and estimates furnished by Wyoming valley and Recreation Association for equipping playgrounds in the township. Representatives of the association spoke to the directors recently, urging them to act promptly on the matter of equipping play grounds ana joining tne playground group. Mr.
