He was connected with the faculties of the University of Missouri, University of Chicago and University of Iowa and was a member of the staff of the International Institute of Education in 1921-23. ALAMEDA, Sept. 25. Preparations for printing 17,000 ballots and appointment of 200 election officers for the special election November 5. were belnfr rushed today by City Clerk William E. Varcoe.

The election was called by the city council to permit the voters to express itheir desires regarding the proposed $28,000 yacht harbor to be constructed by the Alameda Airport for pleasure crafts and seaplanes. Cost of the yacht harbor would be paid entirely by the airport company and the land would revert to the city at the expiration of 25 years. The project was referred to the voters because the council failed to affree on the plan to ex-chanse 53 acres of land at the east end of the airport for 50 acres at the west end of the site, where the yacht harbor would be located.
