PEItRIX (Sales Maniter, Pacific Coast En-grnecrlnff Company.) Tha Oakland Municipal which, ha Just been completed at the. foot of Fifth avenue. Is an example of what can be done Jo the face ef obstacle. On December Id, 1929, a contract was awarded to Jacob and Pattlanl for the construction of this building at the price of about 171.000. which was $2000 under the approprlfltion of $75,000.

Prior to advertlsins; for an examination of the alte In con junction with former records Khowed that It would be necessary to drive piles to eupport the build' ins: frame due to the marshy n. ture of the around. After invest! eratlns; various types of piling the Board of Ptibllo Works select ea Bethlehem Steel sections as be-In the most suitable for this type of eround. After the award of the contract test piles were driven to determine the. length of piles re- oulred.

Lump sum bids were talc en which placed an unusual amount of responsibility upon tht steel piling sub-contractor, who in this case was the j'acine uoasc glneerlnff company of Oakland. CONTRACT AWARDED Pillna; contracts are ordinarily awarded on a per foot bests, ths owner aspumlns: responsibility for the condition of the site, but In this case the building department being held to an original outside price of 1 75,088. they were forced to ask ths contractor te esijums the risk of loss In case the piles went downfarther than anticipat ed. In the see of all this the ta ciflc Coastv Engineering company submitted A bid to Jacobs and l'atf tlanl, which brought their total bid uft undef tho appropriation, thereby allowing construction to construction to proceed. Tha Pa-clflo Coast Engineering company, thereafter, drove several test piles to ascertain.

If possible, the length of piles to be used. It was found that a slough formerly ran through the lot and In some esses the test piles penetrated to 80 feet. It can be readily seen that this develop. ment created a difficult situation for the contractors, but never the-Ipms they proceeded with the worlt undor rigid specifications. Inspectors were placed on tha job to see that the plans and specifications were lived up to and the successful placing of the piles -under try.

I nff difficulties will attest to ths fact that the work wa dona In a most satisfactory manner. CONCIIETK FLOORS Shortly after work was started the street department requested that a concrete floor be Installed In a portion of tha building, auffi clently strong to carry trucks and other street machinery. It wa found that concrete floor without piles would soon sink In through ths ground and therefore the Board of I'ubllo Works decided to drive additional piles under this floor. It wa also decided to build the floor on continuous beama Integral with tits piles, thus making the floor self-supporting a in any largo building. As ths floor piles were classed as extra work th driving to datermln th length of piles to be used was on a per foot hauls, but all of th experimental work had been doua on th original lump sum bid at the expense of the Pacific Coast Engineering company, therefore, th city of Oakland saved a great deal of money on the additional pile required, 'i'hej building 1 now completed.

Even though carrying tremendou loads th Bethlehem Bteel H. pile are supporting the building without any sinking whatever. OBSTACLES SALVAT Rapid progress Is being made on the Evangeline residence for the Salvation Army, now under construction at Sixteenth and Grove streets, according to Douglas Stone Stone states: "The pouring of the concrete footings will soon be completed, and the erection of the steel framework will then follow. "Steel will be fabricated and erected by the Pacifio Coast Engineering company. "The structure will be a six-story steel frame building, of reinforced concrete.

It will contain 240 rooms and is being constructed at an estimated coat of "Plans call for modern equip ment, and this will include two Johnson fuel oil burners, manufactured by the 8. T.
