Didn't Know Guns Loaded CLEVELAND (UPI) The general who commanded National Guard troops during the Kent State University killings says he did not know at the time whether his men were carrying loaded weapons. Brig. Gen. Robert Canterbury testified Wednesday in federal court in a 146 million civil damage trial. The suit was brought by the parents of four dead and nine wounded students shot by guardsmen Youth Kills Cop, Parents ATLANTA Dan Allison spent Tuesday in a local hospital being treated for a mental disorder.

Twice Tuesday night police came to his home and his mother begged them to take him to a hospital. Wednesday, patrolman C.N. Wingo returned to the house with papers committing the 20- year-old youth for psychiatric examination. But while attempting to deliver them, police said young Allison grabbed Wingo's gun and fatally shot Wingo and both his parents. "All day yesterday (Tuesday) he was in Emory Hospital where he was treated for disorders," said Detective W.D.

Swinney said. "The doctor's diagnosis was schizophrenia. "His parents tried several times to get him committed. He was put in Grady (Memorial Hospital) and he walked out of there and he walked out of Piedmont (Hospital) too." Wingo, 60, who was nearing retirement after 32 years on the force, apparently had gone back to young Allison's bedroom to try to talk him into going peaceably to the hospital when Allison grabbed his gun and shot him in the back, police said. Lila Allison, the youth's mother, died apparently trying to call for help.

She was found shot once with the telephone receiver in her hand. Jake Allison, a retired postal worker, was found lying in front of the front door. He had been shot in the back also. Young Allison then went to a neighbor's house who called police after wrestling with the youth for gun. Police arrested Allison as he walked down a nearby street less than a half hour after the killings.

They quoted the young man as saying, "Guess I've done about enough today." Nader Sees Something Wrong WASHINGTON (UPI) "There is something wrong with the economy," said Ralph Nader, holding a thin canning lid between his fingers. "You have tranquilizers on demand, pornography on demand but you don't have these lids on demand." Nader testified Wednesday before a House small-business subcommittee which is trying to find out why the lids which housewives use for home canning are suddenly in acutely short supply. One trouble, he said, is that the American economy has become overcentralized; until recently, two firms Kerr and Ball 90 per cent of the canning lid market. A "monopolistic situation" exists, Nader said, any time four or more companies control over half of the market; in a more vital industry such as steel or oil, the situation would never have been allowed to develop. As it is, with two big firms in the canning business "it's obvious that they don't have to get together in a room" to run a monopoly where prices are concerned.

He suggested, among other things, that the producers found it more profitable to turn out jar-and-lid combinations, which are in plentiful supply, instead of the scarce replacement lids. Asked for a solution, Nader suggested President Ford should go on television, declare an emergency, order the Seabees to start making lids and get loans out to small businesses to encourage more production. He said Japan was standing by eager to supply demand with imports. He suggested consumers should write to Ford even if they might "interrupt his huddles with big businessmen. If they don't get an answer from Gerald Ford, maybe they should send their letters to Vice President Rockefeller, who has a long experience with putting the lid on things." during antiwar demonstrations on the campus five years ago.

"I did not know whether their weapons were loaded or not," said Canterbury. "I assumed they were loaded." It was left to the discretion of individual unit commanders to decide whether to have their men carry loaded weapons, Canterbury said. The men were armed with Ml rifles, caliber pistols and shotguns. A meeting of Guard, city, county and state officials was held May 4, 1970, two hours before the noontime incident, said Canterbury. It was decided during the meeting to disperse the antiwar rally being held on the KSU commons.

Plaintiffs' attorney Joseph Kelner asked the generd if Dr. Robert White, then president of the school, specificity asked guardsmen to disperse all rallies. "I asked Dr. White if the assembly was to be permitted," Canterbury said. "His response was that it would be highly dangerous." "Did you take his opinion as a specific request to go and break up the rally?" Ketoer asked.

'U accepted his response as being consistent with all people at the meeting," replied Canterbury. Canterbury was the 56th witness called in 10 weeks of the trial. Stress Makes Him Eat SAN FRANCISCO (UPI) Policeman Gene Smith, 41, says the stress of police work has turned him into a com- pubive eater. That's why he weighs over 300 pounds. Smith asked the city Retirement Board Wednesday for a disability pension on grounds his obesity has caused him to have a heart condition.

Smith, who joined the force 23 years ago when he weighed 190 pounds, said he has been on a year's disability leave in an effort to lose weight. But, his attorney told the board, calorie-counting and becoming a member of a diet club have failed to result in any weight loss for his client.
