8 (P) The swollen Panuco River subsided 18 inches at Tampico today but the threat of epidemics still hung over the stricken city, under water. Approximately 150,000 residents and refugees huddled in makeshift shelters on higher ground, some of them in open parks, fleet and of plazas. U. S. Navy helicopters continued to pluck refugees from rooftops of their flooded homes.

Several thousand already have been flown to safety, at the rate of 1000 a day. Rescue workers estimated that 10,000 homes have been destroyed by floods which devastated an area 50 miles broad and 120 miles long centering on Tampico. The unofficial death toll stands at Three successive hurricanes and drenching rains precipitated the catastrophe. The U. S.

aircraft carrier Siboney and the cargo ship Oglethorpe are expected to reach Tampico tomorrow with additional helicopters; and supplies to supplement those from the carrier Saipan and destroyer Bassett, anchored off Tampico harbor.
