The latter consists of Rudolph K. lly-nicka, euphemistically called the Chairman, in reality the absolute dictator of a small firoup 5f camp followers, some unscrupulous and all shrewd, who for many years have manipulated the municipal affairs of the city. Wearing the mask of Republicanism, the "Organization" has made and unmade public officials for a quarter of a century.

With an interregnum of four years only in this long period, the "Organization" has ruled and ruined Cincinnati. What has been done and what undone lies at the feet of the "Organization." Quaking and shaking today in the toppling ruins of colossal and monumental failure as public administrators, the Chairman cracks his whip once more and seeks an extended lease of power by shouting "Party Responsibility." The real Republican Party in City and County the men and women who own property, who control business and create and maintain prosperity have as little in common with the "Organization" as the officials of a penal institution have with the inmates; as little as the German monarchists with Russian Bolsheviks. It the Republican Party or the "Organization" responsible for the creation of a bonded city indebtedne.s eat. up annually in sinking fund and interest almost one half of the revenue derived from taxation Is the Republican Party or the "Organization" responsible for rebellion on the part of the voter against further bond issues? Is the Republican Party or the "Organization" responsible for a depleted, inadequate and underpaid police force and fire Is the Republican Party or the "Organization" responsible for the caverns and canyons on Madison road that have menaced the lives and limbs of citizens and visitors for the past year? Is the Republican Party or the "Organization" responsible for impassable streets throughout the entire city? Is the Republican Party or the "Organi-zation" responsible for undcrkept and unsupported public hospitals? Is the Republican Party or the "Organization" responsible for the Smiling Mayor George P. Carrel? The Enquirer believes in party responsibility more strongly than Mr.

Hynicka. The Republican Party in this city and county is challenged to take up the responsibility that confronts it. The party is overwhelmingly dominant numerically. Its adherents here have the same genius for government that the Republican Party has demonstrated strikingly throughout the nation for more than a half century. It has one great and inescapable duty at the outset, and that to cast into outer darkness the men who have mulcted and milked the city in the name of Republicanism.

Party responsibility? A thousand times, Yes! Party subserviency to a ruined and ruinous "Organization" of nonproducing parasites? A thousand times, No! Give the City Manager Plan and the small Council a fair chance. Let the experiment he made by the Republican Party, but not by the discredited "Organization." Vote for Tylor Field, Charles O. Rose, Cecil H. Gamble, Murray Seasongood, Edward T. Dixon, Stanley Matthew.
