S.

Commissioner Graham P. Hunt Jr. yesterday. Louis Reiff, 23, 118 Rosalea youngest of the three brothers, waived a hearing when counto checks issued to persons he charged with stealing letters from the mail at the time he was employed as a temporary Christmas letter carrier and was held for grand Jury action. Harry Reiff, 35, and Vernon Reiff, 25, both of 930 Rogers were arraigned Wednesday on charges of possession of the checks.

At that time, Vernon waived a hearing, but Harry Reiff asked for a hearing, which was set for June 1. Yesterday, Harry changed his mind and waived. Postal Inspectors said the County checks issued to persons who did the recounting were mailed last December but four were never received. Because the payees lived in scattered parts of the city, inspectors deduced the checks must have been taken before they were separated and concentrated on mail carriers who picked up mail at or near the Board of Elections. Louis Reiff was one of them.

Besides the four county checks, which totalled $264, there was a Treasury check of $167 and life insurance check of $90. The inspectors said Louis, who took the the checks, did not sign or cash them, but shared equally with the other two. The brothers are from a family of 17 children, the inspectors said. Declaring that public fund-raising generally in Cincinnati, and the nation, is in a "much more chaotic condition than ever before," the Cincinnati Better Business Bureau sees "no material improvement in 1955." These statements are made in a "memorandum to business" released yesterday by the bu reau, which aaid also, that "despite some sporadic remedial action that has been taken in a few directions," the situation grows "worse rather than better." Following publication of the bureau memorandum, statement was issued by Guy Thompson, executive director of the Community Cheat, calling attention to the fact that on May 11 both the Community Chest and the local chapter of he Red Cross had agreed to conduct a united campaign, starting October 5. Also, on that date, other organizations conducting major campaigns were invited to participate In a united drive.

Mr. Thompson pointed out that the wide range of campaign costs repotted to the Public Solicitations Commission (part of the Better Business Bureau release yesterday) is "damatic evidence of the value to the community of the united appeal which reduces the cost to minimum." The bureau estimated that $12 million was raised in Cincinnati in 1954 as compared to $11 million in 1953. It based its estimate on the increased number of public drives on which the city has no return and the added numbe on which there was no. control or could be controlled. A further point of analysis of the official figures in 1954, the bureau renort continued, reveal the fact iat 51 organizations raised more than $834 millions at a cost of just under $500,000, whereas 125 drives spent over 27 per cent to raise $230,000.

"The lessons from this fact as to recommending unified fund-raising are so apparent as to need no further emphasis," the report declared. The Public Solicitations Commission report to City Manager C. A. Harrell states that 176 organizations conducted campaigns in 1954 as opposed to 210 in 1953. However, it points out," only $5214.84 less was collected In 1954 than in the previous year.

It stated, too, that campaign costs continued at 6.4 per cent as in 1953 but the number of campaigns using paid solicitors increased from 13 to 16 and the amount of revenue raised by this means from just over $20,000 to- mpre than $94,000. As of December 31, 1954, the commission reported there were 377 organizations registered to conduct public solicitations in Cincinnati as compared to 351 in 11953. A I O-Cent Headache?
