Johnson is entering his fifth NFL season and third with Cincinnati. He played in 16 regular-season games with three starts last season and also started the playoff game. Rooney expects NFL commissioner Roger Goodell to review the accusations that Roethlisberger sexually assaulted a 20-year-old college student at a Georgia nightclub in March, even though prosecutors announced Monday the quarterback won't be charged. Sparked partly by the incident, Goodell last week sent a memo to team officials emphasizing the need to follow the league's personal conduct policy. The memo, first reported by the New York Times, stated: "The policy makes clear that NFL and club personnel must do more than simply avoid criminal behavior." Roethlisberger also is facing a civil suit over an alleged sexual assault in Nevada, but Rooney said the disciplinary action stems from the Georgia case. Thursday, hundreds of pages of the case file were made public by the Georgia Bureau of Investigation. In a statement to police March 5, the student said Roethlisberger encouraged her and friends to drink shots of alcohol, then one of his bodyguards escorted her to a hallway and left.

She said Roethlisberger came to the hallway and exposed himself. "I told him it wasn't OK, no, we don't need to do this and I proceeded to get up and try to leave," she said. "I went to the first door I saw, which happened to be a bathroom." According to her statement, Roethlisberger followed her, shut the door and had sex with her despite further protests. One of her companions said to police she told a bodyguard her friend "needs to come back right now."
