FRIDAY, 10, 2007 B4 AUGUST LOCAL NEWS THE ENQUIRER Lives remembered Bond lawyer created Anderson Township's green space program Frederick Kiel, 65, served community By Rebecca Goodman ANDERSON TWP. Frederick 0. Kiel, a private attorney who also served as the township's law director, died Saturday of cancer at Anderson Mercy Hospital. He was 65. As law director, "his primary job was to provide legal guidance to the board of township trustees," said Anderson Township Administrator Henry Dolive.

"I think that the fact that there has been almost no controversy around their actions is an indication of how well he did that job." Mr. Kiel's first love was the township's green space program, according to Dolive. He helped create the program in 1989 and was secretary of its advisory committee until his death. He was instrumental in drafting the legislation that made the program possible and guided the trustees in obtaining funding through getting resolutions on the ballot and writing bond issues to buy property while it was available. All of Mr.

Kiel's work on the green space program was done free, and he allowed the meetings to be held in his conference room. Anderson Township now has 68 parcels of green space that total 669 acres. Mr. Kiel was a municipal, township and public securities lawyer for 40 years. He served as bond counsel for many cities, counties, villages and townships in Ohio, including Blue Ash, Wilmington, Delhi Township, Green Township, Union Township and Miami Township.

"During his career, he created the legal documents for and delivered opinions on several billion dollars worth of tax-exempt securities issued by his Ohio clients," said his wife, Vivian. Born in Columbus on Feb. 22, 1942, Mr. Kiel graduated magna cum laude in 1963 from Wilmington College, where he was editor and business manager of the campus literary magazine. He was president of Phi Alpha Theta, an honorary history fraternity, vice president of the Law Forum, and a member of the Student Senate and Alpha Phi Gamma journalism fraternity.

After receiving his law degree from Harvard Law School in 1966, he became an associate at Peck, Shaffer Mr. Kiel Williams in Cincin- Mr. Kiel nati. He became a partner of the firm in 1971. He was a partner at Taft, Stettinius Hollister from 1980 until he opened his private practice in Anderson Township in 1990.

Mr. Kiel served as special counsel to Anderson Township from 1991 until 1996 and was township attorney from 1997 until 2003. He was a co-founder of the Bond Attorneys' Workshop, an annual event held in Chicago that offers seminars on municipal bond topics to about 1,000 lawyers from across the country. He also cofounded the National Association of Bond Lawyers, serving as its secretary, vice president and president. Mr.

Kiel was editor of the Quarterly Newsletter and the Bond Lawyer, journals of the National Association of Bond Lawyers, from 1982 until his death. For many years he edited Anderson Insights, a newsletter in Anderson Township. "He was very smart," Dolive said. "I would describe him as brilliant. He enjoyed intellectual challenges and negotiation challenges." In addition to his wife of 44 years, Vivian L.

Naff Kiel, survivors include a daughter, Aileen V. Carter of Johnson City, his mother, Helen L. Kiel of Sacramento; a sister, Kathy B. Lewis of Sacramento; and a brother, James A. Kiel of Oak Park, Ill.

Probe continues into Wittich family murders-suicide DELHI TWP. Crime scene tape no longer outlines the house where Mary Ann "Mimi" Wittich took her life after killing her daughter, Sydney, and son, Jacob. The makeshift memorial by the Wittichs' mailbox, however, continues to grow. A fresh bouquet of sunflowers rests by a bag of cheese puffs, a plush monkey and a note that reads: "We are truly sorry for what has happened to your family." "The community is still very much in said Al Grote, principal of St. Dominic School.

Wittich volunteered there as a crossing guard. Her children attended the Delhi Township school. While the community grieves and cars continue to slow as they pass the tri-level house on Francisridge Drive, the township's police department continues to investigate the July 31 double-murder suicide. "We are still looking into some things," said Chief John "Satch" Coletta. The investigation, which has involved as many as four of Coletta's officers, "has not come up with any surprises." Investigators "are not looking for a suspect or a person of interest," Coletta said.

"We are still looking at this as a doublemurder suicide." The investigation has traced a history of the weapon that was used, a Phoenix Arms, a small handgun dubbed a "Saturday night special" by ballistics experts. The weapon's lineage, the chief said, "is something we will share first with the families and the coroner." Since the shootings, numerous rumors have surfaced about Mimi Wittich: That she was heavily in debt, she was under a doctor's care, she was taking medication. Coletta declined to address the rumors. "These are things that are being looked into," he said. Police investigators continue to inter- No evidence that mother gave warning By Cliff Radel view Wittich's relatives and friends.

"The families have been great to us," Coletta said. "They are in extreme grief." During police interviews, he said, everyone Wittich has been "completely cooperative. We have talked to anybody who might aid us in the investigation." So far, the police have not discovered any warning sign of what was to happen, or indicators that the shootings were premeditated or known in advance by others. That finding runs counter to comments Hamilton County Coroner Dr. O'dell Owens made after the shootings.

The coroner and Delhi Police have yet to resolve this discrepancy. "We have not talked with him," Coletta said, about the coroner's allegations. The coroner's office did not return calls from The Enquirer. Coletta emphasized that the investigation remained open. "We owe it to the family, the coroner, the public and the integrity of the investigation to get as many of the facts as we can," he said.

Coletta expects the investigation to be completed by next week. He stressed that no one has come up with an answer to the question: Why? "The person you'd really like to talk to (Mary Ann Wittich) is no longer here," he said; so, the answer can only come from theories. Coletta noted that investigators keep coming across lives that have been affected by the tragedy. "I see the adults and can only imagine what they are going through. Then Ithink of the little lives that have been affected, the nephews and nieces, the friends from school." The police chief has seen the memorial by the mailbox.

Sullivan, 81 and originally of Cincinnati, Ohio, loving mother of Kathleen Sullivan Kaska of St. Charles, Illinois, and Paula Sullivan Potts of Beaufort, South Carolina; dear grandmother of Casey Jean Gilmore of Cincinnati, Ohio, and Emma Elizabeth Kaska and Sullivan Robert Kaska, both of St. Charles, Illinois; passed away on August 5, 2007 at Hilton Head Island, South Carolina, where she had been living for the past year. She is also survived by her sisters Sally Steiber (Devine) and Betty Noe (Devine), both of Mt. Healthy, Ohio.

Thomas Episcopal Church. Alice moved to Englewood in 1987 from Lake Worth, FL. She attended the University of Cincinnati, OH and became a lifetime member of the Beta Rho Chapter of Kappa Kappa Gamma Sorority. She enjoyed collecting and restoring antiques, art and was an avid English History buff. Mrs.

Thomsen is survived by her husband of 61 years; Carl L. Thomsen: two daughters; Nancy L. Thomsen Cook of Englewood, FL. and Martha Thomsen Haynes of North Port, FL. She is also survived by two grandchildren; Robert C.

Tuttle of Englewood, FI, and Amy E. Haynes of North Port, FL. Englewood Community Funeral Home and Cremation Service have been selected to handle the arrangements. WILLOUGHBY E. Marie (nee Rowe).
