"Some landlords are under the impression," the statement read, "that it is permissable under rent control regulations for them to increase the amount of the rental reduce the services to a new tenant, solely because he is a new tenant." Area rent officials explained that the maximum legal rent is established by the rate of rental nd servjce provided the tenant as March 1. 1942. This remains the highest rate that can be legally charged and the minimum service provided, until changed by written order signed by the Area i Rent Director. To obtain such an adjustment 'order, landlords are required to file petition with the Area Kent Office, stating the tacts upon which the adjustment is desired.
