Title Is Clouded In Historic Maze Of Documents, Written First By Spain, Then Mexico And Lastly By United States Bills Are Washington, March 19 (AP) A comparative handful of America's broad acres provides Congress with a vexing problem because title is Clouded in a historic maze of treaties and laws written first by Spain, then Mexico and lastly by the United Stales.

These are the Pueblo lands cases of New Mexico, involving Indiann whose ancestors were there for cen turies past, and settlers of Spanish or Mexican descent whose forefather-ers long ago moved upon part of the acreage reserved to the Indians in old treaties. Approximately 40,000 persons are involved directly, or roughly one tenth of the state's population, and the same percentage of its tillable, agricultural soil within usable distance of water. Mixed up with the question is the complicating factor of a number of Spanish and Mexican land grants to colonists and to the Indians. In the fule of thumb surveys of the early colonization days, deeds were issued that oftimes left several claiming the same acre. A number of the Spanish treaties with Indians were dated in the sixteenth century.

But the non-Indian settlers of Spanish and Mexican blood point out their great-grandfathers lived on the same ancestral soil they now occupy. This adverse possession for so long, they contend granting in many instances the land originally was owned by the Indians entitles them to it or to compensation. The disputes arose occasionally before the United States obtained New Mexico after the war with Mexico, but have grown more serious in recent years. Congress moved in 1924 to settle things, setting up the Pueblo Lands Board to look into the claims and decide on titles and water rights and fix awards for land and water lost to wind it up. The board passed out of existence last summer, its reports made amid thousands of protests.

In its studies, the board went into 19 Pueblo grants, involving 786,933 acres and 5,545 claims of non-Indians on 98,363 acres. For non-Indian Bottlers the board held did not have title, it recommended compensation aggregating $217,000. But it hasn't been paid, and ejectment suits have been filed against many by attorneys for the Indians. Settlers are protesting vigorously and are afraid of losing their homes. Indians, who received $620,000 for lost land, are demanding roughly $780,000 more, claiming in the main they weren't paid enough for water they lost.

Bills to meet the Indians' plea and to give settlers $15,000 more and pay it quickly are before both Houses, which will be called upon, in substance, to redetermine the larget phases of the whole question.
