Orlando Castro, 21, who demanded to be flown to Algeria, was persuaded to turn himself in at Buenos Aires' metropolitan airport after talking with his uncle on board the aging Arco airliner. Pedro Frassio said his nephew, whom he described as withdrawn and emotionally troubled, had hijacked the twin-engine Uruguayan plane in "a fit of craziness." One of the women passengers, who was held by Castro to the last moment, said, "At the end he asked to be forgiven." It was not known if the government would press charges against the hijacker. Castro, armed with a small caliber pistol and what he said was a bomb, seized the 44-seat plane Wednesday during a fifteen minute flight from the small Uruguayan town of Colonia to Buenos Aires, 35 miles away. After landing in Buenos Aires, he released 37 of the 39 passengers, but kept the three-person crew and two passengers hostage.

The 18-hour ordeal took a tense turn when Castro fired his pistol and grazed 65- year-old Maria Teresa de Rodriguez after two passengers and a stewar- Friday Morning, November 14, 1980 an, surrenders in Argentia 7-A dess attempted to disarm him. Matilde Fraga de Parada, a passenger who was released fate Wednesday, said she was talking with Castro and telling him he was like her soft. "He was eating a sand- which and listening to me she said. "Then Mrs. Rodriguez leaned on him and tried to disarm him but the boy made a quick movement and fired at her." Mrs.

Rodriguez, who was allowed to leave the air- plane with Mrs. Parada, was treated for a superficial bullet wound on the left upper arm. Mrs. Parada said Castro also carried a small square can with a button on top. "If I touch this button, it will blow up the plane," she quoted Castro as saying.

The hijacker said if he could not go to Algeria, he wanted to go to Mexico or Cuba. Carlos Mercader, the pilot of the aging Convair, said, "He never mentioned any important reason for hijacking the plane. I think deep down inside he has some problem, but he did not say what it is."
