Cleveland approves revised deal that would return NFL bv 1999 The Associated Press CLEVELAND After intense debate, the City Council late Friday approved an amended version of the proposed NFL deal that could bring professional football back to the city by 1999. Council President Jay Westbrook said council members, who had been reviewing the proposal for seven days, made several changes to the agreement to make it a better deal for the city.

That may cause problems with the NFL; Commissioner Paul Tagliabue had told the city that NFL owners could reject a revised plan. The city had to approve the deal in time for league owners to be briefed before a meeting scheduled for Monday in Chicago. The council voted 13-8 to adopt a package of three ordinances encompass- ing the deal. Mayor Michael R. White issued a statement saying he would ommend the package to the NFL.

"Through their intense discussions, compromises were secured to meet the deadline, and 'deal killers' that jeopardized the agreement were deleted," White said. "I am also pleased that the negotiating team was successful in incorporating 16 council requests into the deal that will be advantageous for the citizens of Cleveland" he said. Mr. White made it clear Thursday that he thought the council should endorse the NFL's plan, in which the league would provide up to $48 million in loans toward a new stadium that is expected to cost as much as $250 million. Under the plan, the stadium would, by 1999, be the home of a new Cleveland Browns team, which would replace the franchise Art Modell moved to Baltimore.

The new Cleveland team also would keep the Browns' colors. Mr. Westbrook said the stadium site was still a critical issue, and the council wanted 45 days to look at alternative locations. Mr. White and the NFL want it built at the current Cleveland Stadium site on the Lake Erie shore, which some council members think should be used for other development.

The mayor and the council agreed to evaluate alternate sites on the condition that any other site would not increase the stadium's cost or delay construction. The council also had proposed charging the new stadium tenant $250,000 in rent per year, and wanted the tenant to pay operating costs. The current NFL proposal says the new tenant will not pay rent. The council's proposal also would give the city a say in stadium naming rights. cms Indiana population growing since census The Associated Press people moving in than moving out) have been found in 66 counties, while that was the case in just 16 counties in the '80s.
