Club and received numerous sales awards. Sister-in-law Karen Lion of Columbus, agreed. "He absolutely loved his job.

He was working up until last Thursday. He told me he would never retire." Mr. Bates was a member of the Rotary Club of Cincinnati and was active in its Bloom Middle School mentoring project to help students maintain or improve their academic standing. He often took the youngsters to lunch when they earned a good grade. At Hartzell United Methodist Church, he was an usher, a member of the Methodist Men's Group and served on several church committees.

Also surviving are his wife of 28 years, Kathie Bates; four daughters, Heather Rae Bates of Blue Ash, Suzanne Evans and Pam Metzler, both of Indianapolis, and Monica Ushacoff of Car-mel, and three sons, Allen, John and Andy, all of Indianapolis. Visitation will be 5-8 p.m. today at Gilligan Funeral Home, 8225 Montgomery Road, Montgomery, and at the church for one hour before the funeral. The service will be 11 a.m. Tuesday at Hartzell United Methodist Church, 8999 Applewood Drive, Blue Ash.

BY NICOLE HAMILTON The Cincinnati Enquirer BLUE ASH A week ago, Raymond Allen Bates told a Hospice nurse, "My father told me you have to have a good memory if you're going to lie. I figured I'd be honest so I didn't have to remember so much." Mr. Bates, a salesman who took pride in honesty, died of lung cancer Friday at his home. Mr.

Bates graduated from high school in Indianapolis in 1948 and joined the Navy. During the Korean War, he served aboard the USS Shields. He was discharged in 1952. He returned to Indianapolis and worked as a salesman for various companies until 1960, when he became an account representative with WTHR-TV. He also studied at Purdue University's extension campus in Indianapolis and moved in 1970 to St.

Louis, as an account representative with KPLR-TV. Two years later, Mr. Bates moved to Blue Ash and joined WCKY-AM radio as an account representative. When the station was sold in 1974, he joined Thompson-Mac-Connell Cadillac in Walnut Hills as a salesman. He worked there until a week before his death.

"He was an inspiration," said co-owner 'Chris MacConnell of Indian Hill. "He had the best relationships with his customers and that's exactly what they were relationships." Mr. Bates was a lifetime member of the Cadillac Crest below. FUNERAL NAME TIME DATE HOME ADAMS, Raymond M. 10:30 A.M.

The Associated Press DAYTON, Ohio Inmates at Ohio prisons are using a phone service for deaf people to make harassing calls, commit credit card fraud, and arrange drug and weapon smuggling, a former worker for the service claims. John M. Brown, a communications assistant for Ohio Relay Services, also claims inmates are making thousands of dollars in unauthorized long-distance calls over the service. A spokeswoman for the Ohio Department of Rehabilitation and Correction, Carrie Mimnaugh, said the state would look into the allegations. Mr.

Brown left Ohio Relay after being passed over for a promotion and made his allegations during a hearing before the Ohio Bureau of Employment Services, the Dayton Daily News reported Sunday. Mr. Brown claimed he was passed over for promotion because he had repeatedly reported abuses of the service to his supervisors. He lost his appeal for state unemployment benefits when a hearing officer concluded he quit his job without just cause. "I was required on an almost daily basis to be a participant in criminal activity," Mr.

Brown said at his hearing. His allegations involve a system set up to help deaf people make phone calls. The deaf person uses a typewriterlike device called a TTY that sends messages to Ohio Relay Service. A communications assistant then completes the call and types the response back to the deaf caller. Although prisons monitor voice calls, they can't monitor the TTY calls unless they have special equipment and training, Mr.

Brown said. He said most of the calls came from the Correctional Reception Center at Orient, where three phones are capable of handling TTY messages. Brad Bass, spokesman for US Sprint, said his company has received reports of abuses in Ohio and other states. Sprint provides the phone service through Ohio Relay. "Yes, we are aware of this type of abuse," he said.

"And there's not a thing we can do. "When calls come into our relay center, we have no way of determining if it's a legitimate user or not. It's really up to the prison administrators to make sure that it's used properly." Mr. Brown said inmates used the service to commit credit card fraud, harass victims and smuggle drugs. He was very strong willed and very independent. He enjoyed talking about sports and watching the games on television, reading the newspaper and watching the news to keep up with what was going on tn the world. His hobbles were making miniature tables and chairs, painting and rettn-ishing old furniture, and putting models of ships together. He loved playing practical okes and had a good sense of humor. He enjoyed walking and stopping along th way to chat with his neighbors.

His dearest friend Andrea had a Great Dane named Jenny. He enjoyed taking Jenny for walks and playing with her. Ed would take care of her sometimes. Jenny and Ed were very good companions. His sister Mary Sexton said al his friends called him Ed, he was always there for you, whenever you needed to tak or needed a helping hand.

I was ever so blessed to have a brother like him. He was very proud man and never asked for anything return. Ed wl truly be missed by his family, friends and neighbors. We love you very much brother, you are at peace, and we wl always love you and be thinking of you. Despite being diagnosed with lung cancer last September he was determined not to let the cancer get the best of him.

There was nothing else he could do, he said. Help arrived three hours later. Mr. Norton was discovered after his friend's wife, Robin Johnson, became worried because her husband was overdue. Mrs.

Johnson called another hunter and asked him to go look for the men. "His wife saved my husband's life," said Mr. Norton's wife, Julie. "I'm forever indebted to her for that." Mr. Norton was treated for hypothermia Saturday at Clermont Mercy Hospital and released.

Mrs. Johnson had come there, looking for her husband Saturday night. "I had to tell her Mr. Norton said, unable to finish the sentence as his face contorted with grief. Mrs.

Norton comforted her husband with a kiss on the cheek and an embrace. Mr. Norton said he was fortunate to be alive and that thoughts of his children, ages 5 and 9, inspired him to make it out of the water. Now he's worried about the children of his friend. Mr.

Johnson didn't have insurance that would help pay for funeral expenses, Mr. Norton said. Mrs. Norton said Mr. Johnson, a self-employed house painter, had been friends with her husband, who owns Amelia Auto Refinishers, for more than 20 years.

She says Mr. Johnson was the funniest man she'd ever met and one of the kindest. "Every time you saw him, he had a new joke," she said. "He was such a good person. Now there's one less good person in the world." In addition to his wife, Mr.

Johnson is survived by a daughter, Nicole, 12, and two sons, Nick, 11, and Storm, 2.
