WETZEL The Cincinnati Enquirer MIDDLETOWN The City Centre Mall is a black eye to the community, and it would cost a minimum of $17 million to turn it into a viable operation, an architect told Middletown city commissioners Tuesday. "Put your toe in, test the water and make a commitment to sort out costs," Cleveland architect Jonathan Sandvick told commissioners. Don't make a total commitment initially, so that if one option doesn't seem to be right, you can try another, he said.

His remarks came in a 90-minute presentation by Mr. Sandvick and in a questionanswer period. Mr. Sandvick, president of Sandvick Architects worked with the Downtown Middletown Partnership Inc. on an urban design plan for the city released in 1996.

The urban design plan called the City Centre Mall an albatross and provided several options from doing nothing to tearing down the mall. The most likely option, and the one Mr. Sandvick recommends, is to spend $17 million to rip out the majority of the mall roof and to reopen Central Avenue.
