WEATHERS The Cincinnati Enquirer Jazz saxophonist Ralston "Morgy" Craig, who spent the last 12 years of his lifelong musical career playing in Greater Cincinnati, died Wednesday of complications from brain cancer at Dekalb Hospital in Auburn, Ind. Mr. Craig, a Fort Wayne, Ind.

native and formerly of Newport, was 65. He began his musical career in the mid-1940s playing with big bands in the northern Indiana lake region and downtown Fort Wayne. Mr. Craig worked during the 1950s with big bands at Ball State and Indiana universities. During his 50-year musical career, he toured in the orchestra sections of many rhythm-and-blues and pops groups and artists, including Marvin Gaye, The Spinners, Gladys Knight, The O'Jays, The Temptations, Johnny Mathis and Henry Mancini.

Mr. Craig was a versatile musician, said a son, Edward of Milwaukee. "He was more be-bop and big band player, but he could do it all," he said. "But what he preferred was straight-ahead jazz." Mr. Craig performed with such jazz artists as Rahsaan Roland Kirk, Indianapolis' Montgomery Brothers, Jack Wilson, Al Cobine, John Von Ohlen's Blue Wisp Band and Dee Felice's Sleepcat Dixieland Band.

Craig was inspired by an uncle who was a jazz trumpeter. He joined the Fort Wayne musicians' union after his 16th birthday and was soon playing in area bands. The other band members had to "hide" the teen-ager from police when they played at clubs that served alcohol, he said. Also surviving are two other sons, Kevin C. of Fort Wayne and Terrence J.

of Plymouth, five daughters, Laura E. Craig, Churubuscho, Holly E. Griffith, Angola, Kelly A. Warran, Erin L. Smith and Michelle R.

Craig, all of Fort Wayne; three sisters, Lois Ebbeson, Sturgeon, Mary Waite, Fort Wayne, and Susan Childs, Columbus, Ohio; two brothers, James, Richmond, and Elmer, Miami, 10 grandchildren and one great-grandchild. The service will be at 11 a.m. CDT (noon EDT) today at Peace Lutheran Church, 4900 Fairfield Fort Wayne. Burial will be in Lindenwood Cemetery, Fort Wayne. BY JUDY ASHTON The Cincinnati Enquirer A writer of short stories and poems, EJmer Lange was generous with his time and talent when it came to helping his students improve their writing. Mr.

Lange, an English professor at Northern Kentucky University, died of cancer Thursday at his home in Erlanger. He was 55. Paul Reichardt, chairman of NKU's department of literature and language, said Mr. Lange was well-liked and respected by students and faculty. "Students appreciated his willingness to spend many hours outside of class helping them improve writing skills and discussing reading assignments," Reichardt said.

Mr. Lange had taught English at NKU since 1990. Prior to that, he taught at the er University, Moeller High School and Cathedral High School in Cleveland. He also taught classes in world literature, drama, the Bible as literature and English composition. Mr.

Lange received a bachelor's degree from the University of Dayton and master's degrees from Xavier University, Catholic University and UC's College-Conservatory of Music. He is survived by a sister, Dolores Lange of Dubois, Ind. A memorial service will be held at 10 a.m. today at the Cathedral Basilica of the Assumption, 1140 Madison Covington. His body was donated to the University of Cincinnati College of Medicine.

While officials and others here welcome the influx of jobs and tax revenue, the sudden burst of growth has left the schools, roads, sewer systems and other infrastructure struggling to keep up.

In this last of a series about Union Township, The Enquirer examines what has drawn people to the township, and how officials are coping with the residential boom. BY BRENDA J. BREAUX and MARY JENNINGS The Cincinnati Enquirer UNION TOWNSHIP Rickey and Lillian Morrison chose their home in Mc-Guffey Lakes because they could identify with their neighbors. Their subdivision, off Schoolhouse Road in the township's eastern section, is full of young families with children. Rickey, 30, and Lillian, 31, and their four children moved from Colorado into their new four-bedroom home in June.

"Everything is convenient," Rickey Morrison said. "It's not down in the heart of Cincinnati, but it is close enough to Cincinnati that it is convenient for us. Everything is right off the (1-275) belt-way." A few miles to the west, just inside the 1-275 beltway, Sue and Jim Foxton, formerly of New Jersey, have settled into their Beechwood Farms home with their four children. "We plan to stay here forever," Sue Foxton said. "We came here because we heard Eastgate was a growing and up-and-coming area, and also the commute was decent.

The cost of living is cheaper here and it's a better life for our children. It's safer. We can allow them to play in the street." The Morrisons and the Foxtons are typical of the people who are flocking to Union Township in growing numbers. According to census data from Claritas a market research firm, the township's population has grown by 8,500 about 30 percent since 1980. The majority of these new residents are college-educated, between ages 25 and 44, with household incomes of $75,000 or more per year.

They are looking for homes in quiet, low-crime neighborhoods with quick access to urban centers like Cincinnati, Dayton and Louisville. And they are part of a growth trend that business, township and Clermont County officials want here. But they are moving in faster than some had anticipated, leaving officials scrambling to meet their needs. New home construction has more than doubled here since 1989, township records show. In 1989, the township issued permits for 156 single-family homes.

In 1993, it issued 350 and in 1994, 324. Today, 17 subdivisions with more than 2,000 home sites are being developed in the township. Three condominium or apartment complexes are being built. "It is one of the best investment areas as far as getting the most home for the money," said Ron Brown, a sales manager for Zaring Homes, which is building houses in six of the subdivisions. "Typically, there are lower land prices and a good school system." Most area homes are selling for between $150,000 and $200,000, Brown said.

Union Township buyers also benefit from a slightly lower tax rate. Taxes on a $150,000 house in Union run about $2,267, while taxes on a comparable house in Anderson Township total $2,491. And Brown thinks the rush to buy homes in the area will continue. "There is a lot of land available and more farms may become available for development," he said. But while land remains plentiful, developers stress that good roads, an adequate sewer system and other amenities are vital to the area's growth.

"New residents want lakes, tree-lined streets, parks, sidewalks, street lighting and green belts," said Ernie Tregoning, a sales consultant for MI Homes at McGuf-fey Lakes. Suburban residents also want a solution to traffic congestion. But that's not an easy task. Work is under way to widen Ohio 32 and road projects are planned for the next 10 years. Police and fire officials also are strug-glingto keep up with the rapid growth.

"The demands for service are there, all you can do is keep pace with it, much less catch up with it," said Fire Chief Stan Diemling. One of the men accused of bribing him, John Fitzpatrick, has pleaded innocent and is awaiting a January trial. The other was murdered in 1990. campaign law. U.S. District Court Judge Gladys Kessler agreed to tell jurors about the law ordering candidates for Congress to accept no more than $1,000 per election from any individual.

On Thursday, Lukens told the jury that he was allowed to put more than $20,000 of borrowed money into his 1990 campaign because the checks from two Ohio businessmen came with no strings attached. "I can't take more than $1,000 for the campaign but if it's a loan, I can take the money and do what I want," he testified. Donald Lukens' bribery case agreed Friday to instruct jurors on the difference between legal and illegal campaign contributions.
