"He was so genuine in his love for people. He had so much love to give. To me, he was a ge- coordinator of The Bridge, a wellness enrichment center at Our Lady of Lourdes Medical Center, Camden, N.J., and director of Partners Consortium, a network of 20 colleges and universities in western Pennsylvania. In January 1997, he became assistant superintendent of secondary schools for the Archdiocese of Cincinnati, working with 22 high schools in Southwest Ohio. "He was an extremely sensitive, intense worker, if you will," said Kathryn Ann Connelly, director of educational services for the Archdiocese of Cincinnati.

"He was very dedicated and motivated toward making our high schools better. His whole way of looking at life was through the eyes of a Christian gentleman." Later in 1997, he began working at Mercy Health Partners, where he also served as executive director of Hands of Help, a national Catholic service organization. "He had a unique job here at Mercy," said Debbie Co-peland-Bloom, regional director of communications and public affairs at Mercy Health Partners. "He was in charge of the task of reconnecting people to the higher purpose of their work. He did that most powerfully and gently through the power of his life.

He was available to folks to help them and help them connect to what we view as our mission in doing God's work. "His death has had an effect on employees throughout the organization," she said. Dr. Zinsmeister was chairman of the Clermont Branch YMCA Annual Support Campaign, Williamsburg Rotary, board member and chairman of Walkathon for the American Cancer Society, fund-raiser for the MASH Bash at Mercy Hospital, and was a consultant for Hand of Help Christian Service Program. Other survivors include: a brother, James A.

Zinsmeister of Highland Park, N.J.; and two sisters, Joan M. Zinsmeister and Patricia M. Pra-vada, both of Randolph, N.J. Visitation will be 2 to 4 p.m. and 7 to 9 p.m.

"Gene resolved a major technical problem that prevented us from producing auxiliary power units for the C-130 aircraft. "His efforts resulted in a change in the way the oil seal manufacturers test their products during seal manufacturing." Mr. Wolf completed a bachelor's degree in business management in 1996. 11 in Lajolla, Calif. The former Bridgetown resident was 82. Mrs. Lingardo enjoyed cooking for friends and family. Her Italian recipes were a true example of Old World cooking at its finest, relatives said.

She was born in Hamilton, Ohio, and married in July, 1937. She and her husband, Vito, moved to Fallbrook, Calif, in 1977. He preceded her in death. Mrs. Lingardo is survived by two sons, Sandino Lingardo of Fairfield and Rudolfo Lingardo of California; two daughters, Anita Horstman of Lebanon and Sylvia Augustine of Green Township; seven grandchildren and seven great-grandchildren.

Mr. Wolf moved to Luke Air Force Base in Phoenix, where he worked as a jet engine mechanic until 1980, when he was promoted to instructor for propulsion systems. "This is where he found his real personal strength in people and in teaching others," remembered a brother, Lawrence Wolf of Arlington, Texas. "He had real strong people skills." In 1985, Mr. Wolf transferred to Elmendorf Air Force Base near Anchorage.

Rhine McLin, a Controlling Board member, criticized the settlements and the length of the contracts with the two companies, both of which signed 10-year contracts with the state. "Just canceling this contract would expose the state to a great deal of liability," Ms. Bartter said.

Ms. McLin also objected to two prison contracts, that had to be rebid after a federal judge declared Ohio's minority set-aside program unconstitutional. Ohio's 18-year-old set-aside law reserves some state contracts for construction and purchase of goods and services to minority businesses. U.S. District Judge James Graham ruled it was unconstitutional in October.

Judge Graham would not allow the program to continue while the state's appeal is under way, so contracts that had been set aside for minority businesses had to be rebid, said Dave Blodgett, chief of construction for the Department of Rehabilitation and Correction. and the Dayton area. MARTA must also pay $500,000 to motorists whose cars were needlessly repaired because the company conducted the wrong type of tests on them, said Kate Bartter, deputy OEPA director for policy and legislation. The tests are conducted in 14 counties whose air did not meet standards under the federal Clean Air Act, but motorists have complained about the tests since they began in 1996. Under the old tests, cars were placed on rollers and run at speeds up to 55 mph.

Some motorists complained that running the tests at those speeds damaged their cars. The new test reduces the speed to a maximum of 25 mph and allows most motorists to stay in their cars. The state also spent $4.19 million in May to amend its contract with Envi-rotest Systems Corp. and begin the new tests in the 10 other counties with E-check. Envirotest also had to reimburse motorists who made unnecessary repairs.

The Associated Press COLUMBUS The state's two-year battle with a contractor that administers the E-check emissions testing program in Southwest Ohio ended Monday when the state Controlling Board unanimously approved a $2.42 million lawsuit settlement. The vote cleared the way for the Ohio Environmental Protection Agency (OEPA) and MARTA Technologies to file the settlement with the Ohio Court of Claims. MARTA filed a $40 million lawsuit against the state in 1996 after the OEPA suspended MARTA's contract, citing numerous problems with MARTA's performance. The OEPA later filed a $10 million breach of contract claim against MARTA. Under the settlement, both sides dropped their claims.

As part of the agreement, MARTA will begin conducting a less restrictive test in Hamilton, Clermont, Butler and Warren counties. The new test is similar to one now being conducted in 10 counties in northeast Ohio.
