MAHSLING, Rita Catherine 9:30 A.M. BY SHARON MORGAN The Cincinnati Enquirer Wendell Pierce, former superintendent of Cincinllati's public schools, died July 20 at Walter 0. Boswell Memorial Hospital in Denver. The former Hyde Park resident was 82. "Our father was a wonderful man and educator.

He was very important in the education of the children in Cincinnati and in the country," said a daughter, Patrice Hall, director of special education for Denver's public schools. In 1939, Mr. Pierce came to Cincinnati as a counselor and later joined the administration after receiving a master's degree in education from Columbia University in New York. He was promoted in 1959 to serve as superintendent of Cincinnati's public schools. After holding the position for nine years, Mr.

Pierce was selected to serve as the first executive director of the Education Commission of the States in Denver, a nationwide education program. He retired in 1977 and moved to Sun City, Ariz. The Freda and Wendell Pierce Scholarship Fund for young women at Walnut Hills High School, named for Mr. Pierce and his wife, was established this past spring by the couple's seven daughters. "He has been instrumental in his daughters' lives, and we will miss him greatly.

We all have beyond a master's degree. He set high expectations, and we never felt that it was high," said Hall. Also surviving are his wife, Freda of Sun City, six other daughters, Karen Barnott of Seattle, Pamela Hepple of Pittsburgh, Wendy Pierce of Denver, Kristin Defert of Paris, France, Valerie Pierce of Evanston, 111., and Terrill Pierce of Chicago; as well as 11 grandchildren. Burial was in Denver. Memorials can be made to the Freda and Wendell Pierce Scholarship Fund, in care of the Greater Cincinnati Foundation, Suite 1110, 425 Walnut Cincinnati 45202.

BY SHARON MORGAN The Cincinnati Enquirer Melvin E. Schmidt, a retired vice president and auditor at Fifth Third Bank, died of cancer Tuesday at his Green Township home. He was 73. "He was dedicated to any project he undertook and made fair and honest decisions," said his daughter, Linda Collett of Blue Ash. "He was there to listen and help you in any way he could.

He was a wonderful role model as a husband and parent." Mr. Schmidt served as an auditor at Fifth Third before being promoted to vice presidentauditor in 1980. After graduating from Hughes High School, Mr. Schmidt joined the staff at Fifth Third as a mail room clerk. While at Fifth Third Bank, he served as an adviser in Junior Achievement.

He retired in 1984. Mr. Schmidt earned an associate degree in 1950 from the University of Cincinnati. He later obtained a bachelor's MONNIG Ellen E. (nee Price), beloved wife of the late Anthony B.

BEREA, Ohio The Ohio Turnpike Commission on Tuesday released a consultant's report recommending construction of a $1 billion highway stretching from Toledo through Columbus to Portsmouth and Chesapeake. The project, which eventually could be designated as Interstate 73, has been considered for years.

The report released Tuesday recommends against several bypass i(Jites that would have crossed over environmentally sensitive areas, especially north of Columbus. "The project will eliminate existing congestion, meet projected traffic demand, save lives lost in traffic accidents, deft ease travel time and conform to the long-term transportation plans for the state," said the report, prepared by a consortium of engineering and construction companies. The 6th U.S. Circuit Court of Appeals unanimously upheld an Occupational Safety and Health Administration finding and a $1,875 fine against Nelson Tree Services Inc. of Dayton. The OSHA citation resulted from an accident on March 19, 1993, in which a tree being cut by two Nelson employees Michael Shaffer, tn Hanoverton.

The company challenged the original finding, but an OSHA administrative law judge upheld it.
