Federal, state and local authorities are calling for sweeping changes in Kentucky's election laws to end widespread vote fraud.

They attribute part of the problem to corrupt or poorly trained election officials who often have strong political ties to candidates. Magoffin County Sheriff Chal-mer Wireman told an attorney general's task force that it is impossible to get a fair election in his county because some election officers condone fraud. The task force is drawing up recommendations for presentation to the 1988 General Assembly. "We have a situation where we have a pure Gestapo" running county elections, Wireman said Wednesday, adding that there are five precincts in the county where "anything goes." Proposed changes include: Stricter controls on the use of absentee ballots. Stiffer penalties for violations.

More scrutiny on voter registration. Restricting or eliminating electioneering on Election Day. LOUIS PECK iGannett News Service WASHINGTON A House 'subcommittee, chaired by Rep. -Thomas Luken, D-Cincinnati, approved a bill mandating a study of lautoYhatic train controls along rail line.s where hazardous materials are carried. A train traveling above the permitted speed derailed near Miam-Jisburg, Ohio, in July 1986.

A resulting hazardous materials leak caused the evacuation of more than 30,000 area residents. In a related move, the the .11 louse Energy and Commerce Subcommittee on Transportation approved a measure Zwhich, for the first time, would Jlrequire licensing of train engineers. The move prompted in large -by last January's Amtrak in Maryland in which 16 people died, 'An individual with a history of drunk driving convictions or whose driver's license has been revoked can still operate a locomotive Man pleads guilty to raping his daughter The Amtrak disaster occurred Jan. 4 when a Conrail locomotive crossed into the path of an oncoming Amtrak train. The Conrail engineer, Ricky Gates, had been arrested for drunken driving a month before the crash.

Investigators also found traces of marijuana in Gates' blood immediately following the crash. However, the bill is silent on the controversial issue of random drug testing of engineers and other key transportation personnel. According to committee aides, the failure to include any mention of random testing represents a legislative "standoff" between Luken, who opposes testing, and Rep. Robert Whittaker, who strongly supports it. "(This) is not exactly the bill I would have fashioned were it up to me," said Whittaker, senior Republican on the transportation subcommittee.

However, he voted to report the measure to the full Energy and Commerce Committee, saying: "I cannot in good conscience oppose the adoption of other needed improvements in our safety laws simply because I think we should be doing more." A full committee vote may come next week. THE CINCINNATI ENQUIRER A Cleveland man accused of forcing his 3-year-old daughter to nave sex witn mm at a Cincinnati shelter for the homeless nleaded guilty in Hamilton County Common Pleas Court Thursday to two counts of rape. Dec. 23. The maximum penalty for rape is five to 10 years on each charge, according to Ohio law.

That means the man could be paroled in 10 years. Although the original charges technically were more serious, carrying life terms, the suspect would still be eligible for parole in 10 years, according to the law. By agreeing to a plea bargain, the state avoids having to attempt to qualify the 3-year-old victim as a witness. The rapes occurred Oct. 1 at Chabad House in Roselawn, where the child was staying with her parents.

Assistant County Prosecutor James Butler Butler said employees of the shelter overheard the child tell her mother what had happened and they took the girl to Children's Hospital Medical Center where a rape examination determined an assault had taken place. The Enquirer is withholding the man's name to protect the identity of the child. The plea came as part of an agreement in which the state reduced the charges to rape from the original charges of forcible rape of a child under 13. tons of hazardous materials," said Luken. "This bill would close the i loophole "i Sentencing is scheduled for.
