Mary McDonald was writer, editor voke without meanness, to challenge without abrasion. Her intelli-g character and decency showed BY JACK' CANNON The Cincinnati Enquirer A colleague said it perfectly. Peter Bronson, Enquirer associate editor, called Mary McDonald "one great lady." The lady died of cancer at her Clifton home Wednesday.

She was 67. When Mrs. McDonald retired from The Enquirer in 1993, she was an editorial writer and columnist who generally was considered a liberal surrounded mostly by conservatives. Since retiring, she had written a column called "Majority of One" for Cincinnati Magazine. Her countless friends spoke of her in the same terms over and over.

They talked of her warmth, her sensitivity, her graceful writing, her wonderful laughter. "Mary was a friend and an example to colleagues, who marveled at her sunny disposition and admired her facility with words," said Lawrence K. Beaupre, Enquirer editor and vice president. "Her good humor and fine writing both will be missed." Said Bronson, her boss on the editorial page: "Mary always had just the gentle touch to keep Cincinnati and our editorial department from going off the deep end over something or other. "Her laughter was infectious.

I miss her sense of humor, her way with words, her gentle way of letting the air out of the rest of us when we became overinflated by our own pomposity." Jim Borgman, Enquirer editorial cartoonist, called her warm and compassionate. "Editorial pages tend to be cold and cerebral. What Mary gave The Enquirer and its readers was warmth and heart. She was a great gift to us all." Thorn Gephardt, retired Enquirer editorial page editor, said: "It was always hard to separate Mary's writing skills from her attributes as a human being. Everything she wrote reflected an insight of the kind that can make an ordinary wordsmith into a rare artist with X-ray vision." Laura Pulfer, editor of Cincinnati Magazine, said: "Mary could get inside your head without being in your face.

She had an unusual ability to pro- McDonald up in ev erything she wrote. She's what happens when good writers grow up." Mrs. McDonald grew up in Milwaukee. She graduated from Marquette University with a degree in English. She received a master's degree in English from the University of Cincinnati.

Her first newspaper job was as a reporter for the Des Moines Register in the early 1950s. She came to Cincinnati in 1953 to work for the Post and to marry John C. "Jack" McDonald, a longtime reporter and editor at The Enquirer. He died in 1982. Mrs.

McDonald took time out from her career in 1955 to begin raising five children. Beginning in 1967, Mrs. McDonald taught writing and literature at UC, first as an instructor and later as an assistant professor. She returned to journalism in 1977 as a copy editor at the Post, then moved to The Enquirer a year later, also as a copy editor and day makeup editor. In 1981 she was named editor of the Enquirer Magazine, which won writing, editing and layout awards under her leadership.

She moved to the editorial page in 1984, where she was recognized numerous times by the Associated Press and the Society of Professional Journalists for outstanding columns and editorials. Care: Cost, quality issues Patricia Gleason, program administrator for Roark Learning Centers which manages five child care centers in the Cincinnati area, said her company uses United Way funds, state and federal subsidies, contributions from food programs and donations from private companies to keep costs low for parents. "Many times people look at our programs and say, They're doing she said. "But we're not doing it. We live on the edge financially. We are spending every cent that comes in, and we might not make it." Gleason pays her teachers from $16,000 to $22,000, more than the average yearly salary for child care workers.

But for two years, there have been no raises. "For the people who pay with vouchers, unless the government increases that, I can't give a raise," she said. Throughout Ohio, nearly 20 percent of families with children under 5 live in poverty. Among families headed by single mothers, 63 percent are poor that is, with a yearly income less than $14,228 for a family of four. Vouchers are available for those with incomes up to 20 percent above the poverty line.

Gleason worries about welfare cuts. Child care money will be frozen at 1995 levels under the House of Representatives' plan. "How can you go back to work for $6 an hour when child care is $90 a week?" she asked. CONTINUED FROM PAGE CI available before 9 a.m. and after 5 p.m.

Secretary of Labor Robert Reich called the situation critical and urged corporations to start more off-hour child care centers. In a 1995 survey by Cincinnati's Comprehensive Community Child Care, 25 percent of those surveyed in Clermont County said they need night and weekend child care. The figures were 12 percent in Hamilton County, 19 percent in Warren County and 23 percent in Butler County. Sue Bredekamp, director of professional development for the National Association for the Education of Young Children, said employer-assisted day care, which has grown immensely in the past decade, may be a solution. "When we pay people better, they are more likely to stay, and they are more likely to have training.

The outcome is better for children," she said. Parents aren't ready for higher fees. In the Comprehensive Community Child Care survey, 56 percent of those surveyed in Hamilton County said their biggest concern with child care was that it was too expensive. In Butler County, that number was 66 percent; in Warren County, 82 percent and in Clermont County, 80 percent. According to the Children's Defense Fund, the average weekly cost of child care in Butler, Warren and Clermont counties is $85.

In Hamilton County, it is $87 a week. Killer's lawyer may try to get probe of Betty Jane Mottinger, the That state-federal conflict landed in the 6th Circuit in Cincinnati. The question was whether the records belonged to the U.S. Postal Service, which led the probe, or to Van Wert County Sheriff Stan D. Owens, who has them locked in file cabinets in a cell.

If the documents were federal property, the issue was whether Spirko and his lawyer, Dale Baich, were entitled to see them under the Freedom of Information Act. If, however, they were "fetate property, an Ohio appellate court already had said Spirko and Baich could have the data. Wednesday's ruling was key. Besides ending the federal injunction barring enforcement of the Ohio court order, the decision sends the case back to a federal trial judge for an evidentiary ing, saying Spirko could resume his probe of the records' ownership. If he proves the records belong to the sheriff, the state court order opens them to Spirko and hisjttor- nety.

They hope to prove Spirko was meeting with his probation officer when Mottinger was abducted and murdered. Spirko, a Toledo resident, came to Northern Kentucky in 1969 with his 16-year-old girlfriend to seek a marriage license. Ashcraft's body was found on July 3, in her burglarized duplex apartment at 2313 Madison Ave. The Associated Press contributed to this story. 1 guilt, but jurors convicted him of aggravated murder.

This time, they acceded to his request to sentence him to death rather than give him life in prison. Spirko had a change of heart on death row, and he has been appealing that conviction and sentence and trying to see the records of the Mottinger investigation. A federal judge denied him access twice, but an Ohio court said he could read them. BY BEN L. KAUFMAN The Cincinnati Enquirer A twice-convicted murderer on Wednesday won a new chance to escape the execution he once sought.

The 6th U.S. Circuit Court of Appeals' unanimous ruling gives the lawyer for John G. Spirko Jr. a chance to argue that they should be given, records of the investigation int the August i)82 slaying Ohio, postmaster. In 1969, Spirko, 48, of Toledo, Ohio, was sentenced to life in prison for strangling 73-year-old Myra Ashcraft of Covington.

Days after he was paroled in July 1982, Spirko was charged in the kidnapping and killing of Mottinger. A Van Wert Common Pleas Court jury convicted him in August 1984. As he had in Covingttjm, Spirko.
