H. Patrick Sweeney founded two firms OBITUARIES FUNERAL HOME NAME TIME BY SHARON MORGAN The Cincinnati Enquirer H. Patrick Sweeney, founder of two Cincinnati insurance companies, died of cancer Tuesday in Denver, where he lived with a daughter. He was 83.

"He was a great father and served as president of the Cincinnati Insurance Board in 1952. In 1979, he received Purcell High School's Praestans Inter Omes award, which means "Outstanding Among All." The avid golfer performed a best-ever score of 69 at the Kenwood Country Club and held a six handicap in 1959. He was preceded in death by his wife, Myrl E. "Bobbie" Sweeney. Other survivors are three other sons, Dennis of Hyde Park, Thomas of Loveland and James of Littleton, five other daughters, Ann Lima of Symmes Township, Patricia Meder of Pleasant Ridge, Peg DeStefano of Evergreen, Sally Gronauer of Columbia Township and Katie Mac Eachen of Anderson Township; a brother, William Sweeney of Mount Washington; 39 grandchildren and 28 great-grandchildren.

Memorial services will be at 11 a.m. Saturday at Gate of Heaven Cemetery in Montgomery. Memorials to charity of one's choice. He sold fire and casualty insurance for residences and businesses in Hyde Park, Amberley Village, Mariemont and Pleasant Ridge. The company is located in Pleasant Ridge.

Mr. Sweeney was later joined by his brother-in-law, the late George C. Brown, and son-in-law, Richard L. Meder of Pleasant Ridge. At 62, Mr.

Sweeney concentrated on life insurance while laying the groundwork of merging for Sweeney-Meder Insurance, said Meder. "There were a lot of neat times with Patrick and George. They were my friends, and I've learned a lot from them. They were good insurance men," Meder said. Mr.

Sweeney retired in the early 1980s. He was a lifetime member of the Million Dollar round table, an organization of top life insurance producers in the country. He provider. attorney BY BEN L. KAUFMAN The Cincinnati Enquirer Key figures in a bold interstate insurance scheme based in Portsmouth, Ohio, went to prison this week, while minor players escaped with probation. U.S. District Judge Sandra Beckwith also ordered many of the defendants to contribute up to $25,000 each to the restitution fund of more than $115,000. David M.

Journey got 37 months, Bart R. Journey, 15 months, Anthony R. and Mark S. Journey, 10 months each, and Teddy D. Journey, six months.

Charles and Wanda Journey received probation. Bart, Teddy, Tony and David Journey are brothers, the others are cousins, according to Terry Lehmann, the assistant U.S. attorney in Cincinnati who put the puzzle together. Rockford J. Adkins received 37 months, Doug P.

Adkins, 30 months, and Jody H. Adkins, 24 months. The three are brothers. Many of the crashes and fires were staged near the conspirators' homes and involved brothers, cousins, buddies, neighbors and acquaintances. "They basically all knew each other for years," Lehmann said.

It was sort of like salmon swimming upstream after a while." Lehmann said one person remains to be sentenced; his lawyer could not be in court, and another defendant remains to be sentenced in a related case. He said two defendants pleaded guilty in federal court in Alabama, another pair pleaded guilty in federal court in northern Ohio, and four more defendants were convicted in state courts. Lehmann said the investigation and probes in "offshoots" continues and more prosecutions were likely. Performers ALDRED Mae (Taylor), 86. Friday.

George Voinovich is inviting people to a gala this week that asks for donations of up to $25,000 for the state Republican Party, just months after signing a campaign finance reform bill. The Ohio Republican Party is hoping to raise $1.2 million from Thursday's event in honor of a visit by U.S. House Speaker Newt Gingrich. Although the new campaign finance law limits the amount that individuals, political action committees and campaign committees can contribute to candidates for state office, it allows unlimited contributions to state parties. Janet Lewis, executive director of Common Cause-Ohio, calls $25,000 contributions outrageous and said they violate the spirit of the law.

"It is an extraordinary amount of money that promotes elitism and feeds the public's cynicism about government," she said. Robert Bennett, chairman of the state Republican Party, said there is no contradiction between the idea of campaign finance reform Voinovich er of campaign finance reform, and I'd like to push it further," Bennett said. "But until the rules are changed, we have to abide by the rules that exist, and we are doing that." Bennett said the money would be used for the party's operating account, 1996 congressional campaigns and statewide races. "People who are making these contributions ask for nothing for themselves," Bennett said. "They are simply interested in the conservative viewpoint and in good government." David Leland, chairman of the state Democratic Party, said Voinovich is being hypocritical.

"We had him and Republicans like (Secretary of State) Bob Taft ballyhooing campaign finance reform," he said. "Then Bob Taft asks people to give him more money than the limits he supposedly supported, and now the governor violates the spirit of a law designed to take big money out of Ohio's elections." Taft has denied any wrongdoing. Voinovich spokesman Michael Dawson said the donations are legal. "This is not going to individuals, and there is no limit to what can be contributed to a party's operating account," he said. say Farm Aid still needed The Associated Press LOUISVILLE Willie Nelson opened the Farm Aid concert Sunday by asking the crowd to join with him in singing "Amazing Grace." It's been 10 years since Nelson and Farm Aid founding members Neil Young and John Mellencamp tried to raise public awareness about the hardships facing America's family farms at the first concert in Champaign, 111.

Before Nelson took the stage in Cardinal Stadium, he said that Farm Aid "is not a celebration," noting that more than 500 farmers go out of business each week. "This problem is a black eye on America," he said. "This problem is not only here, but worse than it was" 10 years ago. Meeting before the concert, farmers supported Nelson's claims that times are difficult on family farms. "I think it's a national disgrace" to have Farm Aid, said Denise O'Brien of the National Family Farm Coalition.

"We shouldn't be here doing this. We should have profitability on the farm." While Farm Aid hasn't reversed the trend of dwindling family farms, it has granted more than $12 million to more than 100 farm organizations, churches and service agencies in 44 states. This 10th anniversary concert attracted a crowd of 50,000, the first time the event has been a sellout before the show, and a wide variety of acts ranging from the popular Hootie and the Blowfish to the alternative Supersuckers to the country Blackhawk along with the regulars Nelson, Young, Mellencamp and John Conlee.
